India Post Invites Applications for Verification of Service and GDS Associations Membership

The Department of Posts has invited applications from Service Associations and Gramin Dak Sevak (GDS) Associations for verification of membership for recognition under the CCS (RSA) Rules, 1993 and GDS (EDA) Rules, 1995.

The verification of membership will be conducted through the Membership Verification System (MVS), an online portal that verifies membership based on payroll data.

Verification of Membership

The verification process will cover both:

  • Service Associations under the CCS (RSA) Rules, 1993
  • Gramin Dak Sevak (GDS) Associations under the GDS (EDA) Rules, 1995

The Department has identified 15 distinct categories for Service Associations. Associations have been advised to submit their applications only under their respective identified category.

Documents Required

Service Associations and GDS Associations intending to participate in the verification process are required to submit their applications along with the following documents/information:

  1. Memorandum of the Association
  2. Constitution/Bye-laws of the Association
  3. List of Office Bearers
  4. Estimated Membership Strength

The documents are required to be submitted to the SR Section, Directorate of Posts, by 31 August 2026.

Constitution and Bye-Laws

Associations have also been advised to ensure that their Constitution/Bye-laws are drafted or amended in accordance with the Department's policy.

The Constitution/Bye-laws should clearly specify the eligible cadre(s) represented by the Association. Service Associations must also clearly mention the category under which they are submitting their application for recognition.

Membership Verification Through MVS

The re-verification process will be carried out through the online Membership Verification System (MVS).

Since the system will use employee/GDS data mapped with APT 2.0, all Heads of Circles/Regions have been requested to direct their respective Divisional Heads to sensitise employees and Gramin Dak Sevaks about the importance of linking their mobile number and email ID with APT 2.0.

Wide Publicity to the Communication

All Heads of Circles, Heads of Regions, Federations, Service Associations and GDS Associations have been requested to give wide publicity to the communication so that eligible associations can participate in the membership verification process within the prescribed timeline.

The Department has stated that the Hindi version will follow in due course.
