The Federation of National Postal Organisations (FNPO) has submitted a detailed representation to the Chairman, Postal Services Board & Secretary, Department of Posts, welcoming the proposal to establish a dedicated Marketing & Sales Vertical. While supporting the initiative, FNPO has recommended several structural and policy changes to ensure the new vertical is professionally managed, employee-friendly, and capable of driving sustainable business growth.

Support for a Cadre-Neutral Marketing & Sales Vertical

FNPO has appreciated the Department's decision to move away from the earlier proposal of creating a separate Marketing Executive Cadre and instead establish a cadre-neutral Marketing & Sales Vertical. Under this model, officials will retain their parent cadre, seniority, lien, and promotional opportunities while being assigned marketing responsibilities as a functional assignment. The Federation believes this approach ensures administrative flexibility and better utilization of experienced manpower.

Demand for Incentives and Professional Support

FNPO has emphasized that marketing responsibilities differ significantly from routine departmental work and therefore deserve dedicated financial incentives and professional support. The Federation has recommended:

  • Monthly Special Marketing Allowance.

  • Performance-linked incentives based on measurable revenue generation.

  • Higher functional pay benefits or allowances.

  • Business development incentives for institutional business.

  • Mobility and communication support, including laptops/tablets, official mobile connectivity, internet reimbursement, and conveyance allowance.

  • Recognition schemes for outstanding performers.

  • Professional certification and training in marketing, digital marketing, CRM, business development, and data analytics.

Protection of Existing Promotional Opportunities

The Federation has strongly recommended that the Marketing & Sales Vertical should remain purely a functional assignment and must not adversely affect:

  • Parent cadre strength.

  • Seniority.

  • Promotional prospects.

  • Service conditions.

  • Lien of officials serving in the vertical.

Officials should continue to enjoy all career benefits in their parent cadre throughout their tenure in the Marketing & Sales Vertical.

Consultation with Staff Federations

Recognizing that the proposal has implications for manpower deployment, service conditions, and career progression, FNPO has requested the Department to hold detailed consultations with all recognized staff federations before finalizing the scheme to ensure practical issues are adequately addressed.
