Karnataka Circle Seeks Immediate Implementation of Rural SO & BO Transformation Cell Guidelines

The All India Association of Inspectors and Assistant Superintendents of Posts (AIAIASP), Karnataka Circle has submitted a representation to the Chief Postmaster General, Karnataka Circle, urging the immediate implementation of the Directorate's instructions dated 19 November 2025 regarding the strengthening of Sub Divisional Offices under the Rural SO & BO Transformation Cell. The Association has highlighted that despite nearly eight months having passed since the Directorate's order, the proposed reforms are yet to be implemented in Karnataka Circle.

Background

The Directorate, through its letter F. No. 10-31/2020-DARPAN dated 19.11.2025, proposed expanding the Rural SO & BO Transformation Cell from the Circle level down to the Sub Divisional level. The initiative aims to strengthen rural postal administration by extending the focus beyond Branch Post Offices to include Rural Sub Offices as well.

As part of the proposal, every Sub Divisional Office is expected to be provided with:

  • One Marketing Executive
  • One Postal Assistant
  • Existing Mail Overseer(s) with revised business-oriented roles

The Directorate also proposed revisiting the role, nomenclature, and selection criteria of Mail Overseers to focus more on marketing, customer outreach, and revenue generation.

Concerns Raised by the Association

According to the Association, these directions have not yet been implemented in Karnataka Circle. It states that most Sub Divisional Offices continue to function with only a Mail Overseer and an office assistant, usually from the Postman cadre, without the additional manpower envisaged by the Directorate.

The Association emphasized that Sub Divisional Heads perform numerous responsibilities, including:

  • Field administration
  • Office management
  • Inspections
  • Business development
  • Customer grievance handling
  • Staff counselling
  • Disciplinary administration
  • Revenue generation initiatives
  • Report preparation and correspondence

Despite these extensive responsibilities, many offices reportedly operate with minimal infrastructure and without dedicated Postal Assistants or Multi-Tasking Staff.

Key Demandsy

The Association has requested the Karnataka Circle administration to:

  1. Implement the Directorate's instructions across Karnataka without further delay.
  2. Attach one Marketing Executive and one Postal Assistant to every Sub Divisional Office.
  3. Revise the role and selection criteria of Mail Overseers to make them more business-oriented.
  4. Strengthen Sub Divisional Offices with adequate ministerial and supporting staff.
  5. Provide proper office infrastructure and logistical support to match the growing responsibilities of Sub Divisional Heads.

Why It Matters

The Association believes that strengthening Sub Divisional Offices is not merely a welfare measure for the Inspector Posts and Assistant Superintendent Posts cadre but a strategic investment in improving field administration, business expansion, customer service, and operational efficiency across the Department of Posts. It has urged the Chief Postmaster General to accord the matter the highest priority and ensure early implementation of the Directorate's vision.
