AIAIPASP Urges Early DPC for Postal Service Group 'B' Promotions for 2025 & 2026
The All India Association of Inspectors and Assistant Superintendents, Posts (AIAIPASP) has submitted a representation to the Secretary, Department of Posts, requesting the immediate convening of the Departmental Promotion Committee (DPC) for promotion to the Postal Service Group 'B' cadre for the vacancy years 2025 and 2026.

The association has expressed concern that the delay in holding the DPC has resulted in prolonged career stagnation for eligible officers and urged the Department to conduct the promotions in accordance with the prescribed DoPT timelines.
Delay in Conducting the DPC
According to the representation, the DoPT Model Calendar for DPCs stipulates that:
- The select panel for the 2025 vacancy year should have been finalized by 31 December 2024.
- The select panel for the 2026 vacancy year should have been finalized by 31 December 2025.
However, the association states that although the Zone of Consideration for the 2025 DPC was issued on 7 May 2025, the DPC itself was not convened during the year.
More Than 225 Vacancies
The representation claims that:
- More than 225 posts are currently vacant in the Postal Service Group 'B' cadre.
- Many eligible ASP officers have been waiting for promotion.
- Several officers nearing retirement have remained in the Inspector Posts cadre for more than 20 years, resulting in severe career stagnation.
Concerns Raised by the Association
The association has further stated that:
- Since no Group 'B' DPC was held in 2025 and the PS Group 'B' LDCE-2023 results have already been declared, many Group 'B' posts in various circles have been filled.
- This has reduced the availability of vacancies in officers' preferred home circles.
- Senior officers nearing retirement may be disadvantaged, while officers selected through LDCE have comparatively longer remaining service and could be accommodated later.
Association's Request
AIAIPASP has requested the Department of Posts to:
- Convene the Postal Service Group 'B' DPC at the earliest.
- Grant promotions without further delay.
- Consider the interests of senior officers while allotting home circles.
- Ensure that future DPCs are conducted strictly as per the DoPT-prescribed timelines.
Conclusion
The association has appealed to the Department of Posts to expedite the Group 'B' promotion process so that eligible officers receive timely promotions and avoid further career stagnation. It has also requested that seniority and long years of service be given due consideration while making posting decisions after promotion.
