AIAIASP Karnataka Seeks Early Conduct of MACP DPC for Inspector Posts & ASP Cadre

The All India Association of Inspectors and Assistant Superintendents of Posts (AIAIASP), Karnataka Circle has submitted a representation to the Chief Postmaster General, Karnataka Circle, requesting the early conduct of the Departmental Promotion Committee (DPC) for granting Modified Assured Career Progression (MACP) benefits to eligible Inspector Posts (IP) and Assistant Superintendent of Posts (ASP) officers. The Association has expressed concern over the prolonged delay in conducting the MACP DPC, stating that it is adversely affecting the financial progression and morale of eligible officers.

Delay Defeats the Purpose of MACP

The Association emphasized that the primary objective of the Modified Assured Career Progression (MACP) Scheme is to provide timely financial upgradation to employees who do not receive regular promotions within the prescribed period. Delays in holding the DPC defeat the very purpose and spirit of the scheme, leaving deserving officers waiting indefinitely for benefits to which they are entitled.

Concerns Raised by the Association

According to the representation, the MACP DPC file for the South Karnataka Region has reportedly remained pending at the Circle Office for a considerable period. It has also been pointed out that no initiative has been taken to conduct the MACP DPC in the North Karnataka Region for the last one and a half years, causing uncertainty among eligible officers.

The Association further noted that while MACP DPCs for several other cadres are being conducted on time, the Inspector Posts and Assistant Superintendent of Posts cadres continue to face repeated delays, creating a perception of unequal treatment.

Demand for Uniform Treatment

The representation states that the Department of Posts has always upheld the principles of fairness, transparency, and equal treatment for all employees. The Association has therefore urged the Circle administration to ensure that the IP and ASP cadres receive the same timely administrative attention as other cadres in matters relating to DPCs, promotions, and financial upgradations.
