Department of Posts Rolls Out Pan-India Tracking System for Unaccountable Mail

In a landmark initiative aimed at strengthening operational efficiency and enhancing data accuracy, the Department of Posts has announced the nationwide rollout of the Tracking of Unaccountable Mail functionality through the Advanced Postal Technology (APT) application. The new system will be implemented across all Postal Circles from June 15, 2026, following its successful introduction in Metro Cities during May 2026.

Unaccountable mail, which includes letters, newspapers, magazines, government communications and other ordinary mail articles, accounts for nearly 90 crore articles annually and forms the backbone of India's Universal Postal Service. Despite handling such a vast volume, the Department has traditionally relied on manual counting exercises conducted for limited periods each year to estimate traffic volumes. Recognizing the need for a more reliable and technology-driven mechanism, the Department has developed a dedicated module within the APT platform for the induction and invoicing of unaccountable mail.

Under the new system, every unaccountable article will be associated with a barcode, enabling digital recording and tracking from the point of induction to delivery. Separate barcode series have been allotted to each Postal Circle for both articles and bags, ensuring uniformity and traceability across the network. Bulk customers will be encouraged to print or affix allotted barcodes before presenting mail, while postal staff will ensure proper scanning and processing at various operational stages.

To facilitate a smooth rollout, Circles have been instructed to nominate Single Point of Contact (SPOC) officers at Circle, Regional and Divisional levels. Necessary arrangements for barcode printing, scanner deployment, staff training, system readiness and network connectivity are also being undertaken on priority. The Department has emphasized close monitoring of operations to ensure successful implementation across all induction points and delivery offices.

The initiative is expected to provide accurate data on mail volumes, improve operational planning, strengthen accountability, and support evidence-based decision-making. By digitizing the handling of unaccountable mail, India Post is taking another significant step towards modernization and building a more efficient, transparent and technology-enabled postal network.

The Pan-India rollout of this functionality marks a major milestone in the Department's ongoing digital transformation journey and reflects its commitment to delivering better services to citizens while improving internal operational efficiency.
