Department of Posts Releases Clarifications and Enhancements for GDS Exit Management Module Under APT 2.0
The Department of Posts has issued a communication dated 22 June 2026 regarding observations and clarifications arising from the User Acceptance Testing (UAT) of the GDS Exit Management Microservice under APT 2.0. The letter, addressed to CEPT Bengaluru, outlines key enhancements, validation requirements, and process improvements to be incorporated before the final round of testing.

UAT Conducted with Three Postal Circles
The Exit Management UAT was conducted in online mode from 06 April 2026 to 08 April 2026 with the participation of Kerala, Tamil Nadu, and Telangana Circles. Based on observations from CEPT and feedback received from the participating Circles, several improvements have been proposed for the module.
Key Features Tested
During the UAT, provisions for processing and payment of the following GDS terminal benefits were tested:
- GDS Gratuity
- GDSGIS (Group Insurance Scheme)
- Severance Amount
The Department clarified that gratuity and severance claims are processed at the Division level, while GDSGIS payments require authorization from the concerned PAO.
Major Enhancements Proposed
The Department has proposed several improvements to strengthen the Exit Management module:
Separate Claims for Different Benefits
Instead of a combined claim process, the system should allow separate claims for:
- GDS Gratuity
- GDSGIS
- Severance Amount
This will simplify processing and reduce delays in benefit settlement.
Document Upload Facility
Provision has been suggested for uploading supporting documents such as:
- Claim applications
- Service records
- Exit orders
- Annexure-C (for GDSGIS)
- Attestation slips
- Identity and address proofs
- Nomination and bank account documents
This will help ensure complete digital processing of exit cases.
Age Validation for Retirement Cases
The system should validate that a GDS has actually attained 65 years of age before permitting exit under the category “Discharge from Engagement on Attaining 65 Years.” In exceptional cases, a condonation certificate approved by the competent authority may be uploaded.
Clarifications on Severance Amount
The Directorate clarified that:
- Severance amount is payable at ₹1,500 per completed year up to 2015.
- From 01.01.2016, the rate is ₹4,000 per completed year, subject to a maximum ceiling of ₹1.50 lakh.
- Different provisions apply for GDS who opted for the Service Discharge Benefit Scheme (SDBS).
Exit Scenarios Defined
The Department has categorized various GDS exit situations and specified eligibility for Gratuity, GIS, and Severance benefits, including:
- Resignation
- Compulsory Discharge
- Dismissal
- Termination
- Removal on Disciplinary Grounds
- Death while in Engagement
- Voluntary Discharge (Medical)
- Recruitment to Departmental Post
- Discharge on Attaining 65 Years
- Voluntary Discharge Scheme (VDS) Cases
Each category has separate admissibility conditions and qualifying service requirements.
New MIS Reports Proposed
To improve monitoring and transparency, CEPT has been requested to provide MIS reports such as:
- List of GDS due for discharge in the next six months
- Pending exit cases with stage-wise status
- Exit claim payment reports
- GIS and SDBS recovery reports
- Claim tracking through GDS ID
- Directorate-to-Division level drill-down reports

Way Forward
The Department has requested CEPT to incorporate all revised exit scenarios, validations, MIS reports, and process improvements in the test environment and schedule a final round of UAT before rollout. The enhanced Exit Management module is expected to streamline the processing of gratuity, GIS, and severance benefits for Gramin Dak Sevaks under APT 2.0.
