Karnataka Circle Releases Rule 38 Inter-Circle Transfer Orders for Postal Employees – June 2026
The Department of Posts, Karnataka Circle, has officially issued the Rule 38 Inter-Circle Transfer Orders for officials belonging to various postal cadres. The orders, dated 30 June 2026, approve the transfer of eligible employees to different Postal Circles across India under the provisions of Rule 38 of Postal Manual Volume IV.

Important Conditions of Transfer
The transfer approvals are subject to several important conditions:
- No Travelling Allowance (TA) or Transfer Grant (TP) will be admissible.
- Seniority in the new unit will be fixed as per the provisions of Rule 38.
- Officials cannot seek another Inter-Circle transfer for three years after joining the new unit.
- Reversion to the previous unit will not be permitted before completion of three years.
- Officials yet to complete induction training must undergo the remaining training in the new unit.
- Employees under probation will be confirmed in the new Circle as per existing rules.
- After joining the new Circle, officials will forfeit service rights in the previous unit except for promotions arising from departmental examinations already appeared in the parent unit.
Vigilance and Relieving Instructions
The Department has instructed all Divisional Heads that:
- Officials against whom disciplinary or vigilance cases are pending or contemplated should not be relieved.
- A written declaration accepting all transfer conditions must be obtained from every transferred official and preserved in the Service Book and Personal File.
- Controlling authorities should relieve officials within the timelines prescribed by the Directorate and update the relieving details on the departmental portal.
