Department of Posts Clarifies GDS Appointment Rules in Cases of Disciplinary
Department of Posts Issues Clarification on GDS Appointment Rules Amid Disciplinary Proceedings
The Department of Posts has issued a significant clarification regarding the appointment of Gramin Dak Sevaks (GDS) to departmental posts in cases where disciplinary or criminal proceedings are pending, a GDS is put off duty, or a punishment is in force. The clarification was released by the GDS Section of the Directorate on 1 June 2026.

The Department noted that several Postal Circles had sought guidance on the implementation of earlier instructions issued on 14 October 2024, particularly in situations where departmental examination results were declared in phases and where GDS candidates had been provisionally allowed to appear in examinations despite pending disciplinary or criminal cases.
Key Clarification on Partially Declared Results
The Directorate clarified that the guidelines issued on 14 October 2024 will apply only to cases where examination results had not been declared as of that date. However, if the results of a departmental examination were partially declared before 14 October 2024 and the remaining results were announced later, the new guidelines will not apply to such cases.
This clarification is expected to provide relief to candidates whose examination results were released in stages, ensuring that their cases continue to be governed by the rules applicable at the time the initial results were declared.
Provisional Candidates Covered by New Guidelines
The Department further stated that, except for the specific cases involving partially declared results, all other cases involving GDS candidates who were provisionally allowed to appear in departmental examinations must be processed in accordance with the guidelines issued on 14 October 2024. This applies even if disciplinary proceedings were initiated before the issuance of those guidelines.
Clarifications for Postal Circles
The latest communication also disposes of clarifications sought by the Maharashtra and Uttar Pradesh Postal Circles regarding the applicability of the guidelines in various examination and disciplinary matters.
What This Means for Employees
The clarification provides much-needed certainty for Postal Circles and GDS employees regarding appointments to departmental posts. It establishes a clear distinction between cases where examination results were already partially declared before 14 October 2024 and cases that remained pending on that date, thereby ensuring uniform implementation of the Department's policy across the country.
The order has been issued with the approval of the Competent Authority and has also been forwarded to CEPT for uploading in the Employees' Corner for the information of all concerned.Department of Posts Issues Clarification on GDS Appointment Rules Amid Disciplinary Proceedings
