Government Issues Internal Work From Home Instructions Amid Recent Developments

The Department of Personnel and Training (DoPT), Capacity Building Commission (CBC), has issued an Office Memorandum containing internal instructions in light of recent developments in the country.

The memorandum was issued vide F. No. 01-04/2022-CBC (E 3203466) dated 12th May 2026 from Jawahar Vyapar Bhawan, New Delhi.

Work From Home Allowed Up to Two Days a Week

As per the memorandum, Pillar Heads may now devise a roster permitting employees to work from home for up to:

Two days per week

However, the order clearly states that:

  • At least 50% of the staff must remain available in office.
  • The roster prepared should be shared with the Administration section.
  • Employees permitted to work from home must remain available on telephone at all times.
  • Staff may be required to attend office physically whenever necessary.

Restrictions on Physical Events and Official Travel

The memorandum also directs officials to avoid:

  • Organizing physical events or workshops
  • Deputing officials for travel outside Delhi

Instead, departments have been advised to conduct meetings through:

  • Video Conferencing (VC)
  • Online mode

as far as possible.

Prior Approval Required for Deviations

The instructions specify that:

  • Any deviation from these directions on functional grounds will require prior approval of the Secretary, CBC.

Immediate Compliance Ordered

The Office Memorandum states that the instructions:

  • Come into effect immediately
  • Will remain applicable until further orders

The communication has been circulated to all Pillar Heads and personnel working with the Capacity Building Commission.
