FNPO Raises Long-Pending Pay Fixation Issues of Re-employed Ex-Servicemen with DoPT
The Federation of National Postal Organisations (FNPO) has submitted a detailed memorandum to the Department of Personnel & Training (DoPT) seeking immediate intervention for uniform and just pay fixation of re-employed Ex-Servicemen working in Central Government departments.
The representation was submitted by the National Association of Postal Employees Group ‘C’ (CHQ) on 11.05.2026 addressing long-pending anomalies and inconsistent implementation of pay fixation rules across departments.
Demand for Uniform Pay Fixation Policy
According to the memorandum, despite clear statutory provisions and executive instructions, different Ministries, Departments and even Drawing & Disbursing Officers are following varying methods for fixation of pay of re-employed Ex-Servicemen.
The Federation stated that this inconsistency has resulted in:
- Financial hardship
- Denial of legitimate benefits
- Multiple litigations
- Administrative confusion
- Unequal treatment among similarly placed employees

- Re-fixation after MACP/promotions
- Uniform implementation of DoPT instructions
The Federation stated that many Ex-Servicemen are being forced to approach Courts and Tribunals individually due to lack of uniformity.
Key Demands Made to DoPT
FNPO has requested DoPT to:
- Issue a comprehensive consolidated clarification on pay fixation of re-employed Ex-Servicemen.
- Ensure uniform implementation across all Ministries and Departments.
- Clarify treatment of Military Service Pay, pension deductions and increment protection.
- Extend benefits of judicial pronouncements uniformly to all similarly placed employees.
- Constitute a high-level committee to examine anomalies faced by re-employed Ex-Servicemen.
- Direct Ministries to review past erroneous fixations and grant consequential benefits.
- Consider a centralized digital model fixation mechanism to avoid arbitrary interpretations.
FNPO Seeks Immediate Intervention
The Federation emphasized that timely intervention by DoPT would uphold principles of natural justice, administrative uniformity and fairness for Ex-Servicemen serving in civil departments after military service.
