Department of Posts Orders Implementation of Delhi High Court Judgment in Postal Accounts Cases

The Department of Posts has issued an important Office Memorandum directing immediate implementation of the Hon’ble Delhi High Court judgment dated 24 November 2025 concerning several long-pending Postal Accounts Office cases related to payment of arrears for the period from 01.01.1996 to 18.02.2003.

The order was issued by the PA Wing, Department of Posts, Dak Bhawan, New Delhi, on 08 May 2026 following advice received from the Department of Expenditure and the Department of Legal Affairs.

Cases Covered Under the Order

The Office Memorandum specifically relates to implementation of the Delhi High Court judgment in the following writ petitions:

  • Writ Petition No. 15338/2022
  • Writ Petition No. 16869/2022
  • Writ Petition No. 12663/2023
  • Writ Petition No. 12667/2023

The Department clarified that the benefit will apply only to the respondents involved in these cases and, in WP No. 15338/2022, only to those officials who were members of the Association at the time of filing OA No. 763/2015.

Immediate Action Ordered for Postal Accounts Offices

All General Managers and Directors of Accounts (Postal) have been directed to take immediate action for implementation of the court judgment in view of pending contempt cases before the Hon’ble CAT, Principal Bench, New Delhi.

The Department emphasized that compliance should not be delayed and instructed concerned Postal Accounts Offices to ensure prompt processing of eligible cases.

Strict Restriction on Eligibility

The Office Memorandum clearly states that the benefits must be restricted strictly to eligible respondents only. Postal Accounts Offices have been asked to furnish a compliance certificate confirming:

  • Benefits have been restricted only to eligible respondents
  • No ineligible official has been granted the benefit

This condition has been included to ensure accurate implementation of the judgment and prevent extension of benefits beyond the scope permitted by the court order.

Compliance Report Mandatory

The Department has also instructed all concerned offices to submit compliance reports immediately after implementing the judgment.

The order has been issued with the approval of the Secretary (Posts), indicating the importance attached to timely compliance and legal adherence in the matter.

Significant Development for Postal Accounts Employees

This development is being viewed as an important step for affected Postal Accounts employees who have been pursuing the matter for several years through legal channels. The implementation of the judgment is expected to bring relief to eligible officials regarding arrear payments connected to the disputed period between 1996 and 2003.
