Department of Posts Directs Mandatory Update to DSS App Version 1.0.23 for Better COD Digital Transactions

Parcel Directorate Issues Fresh Instructions to All Circles

The Department of Posts, Parcel Directorate, has issued an important communication directing all Circles to ensure immediate adoption of the latest DSS App Version 1.0.23 to improve the performance and success rate of Cash on Delivery (COD) digital transactions.

The order, dated 12 May 2026, highlights the Department’s continued focus on increasing the share of digital transactions and reducing technical failures during COD collections.

Background of the Initiative

Earlier, all Circles had been instructed to achieve:

  • Minimum 25% digital transactions by April 2026
  • 40% digital transactions by the end of May 2026

Now, the Department has further raised the target and aims to achieve 50% COD digital transactions by the end of May 2026.

Since COD digital transaction performance is being closely monitored at higher administrative levels, the Department has emphasized the need for continuous monitoring and awareness among delivery staff.

DSS App Version 1.0.23 Introduced with Technical Enhancements

According to CEPT, the newly launched DSS App Version 1.0.23 includes several technical fixes and enhancements designed to:

  • Reduce transaction failures during COD digital payments
  • Improve application stability
  • Increase the success rate of digital transactions
  • Enhance overall user experience for delivery staff

The Department believes the updated application will significantly strengthen COD digital payment performance in the field.

Mandatory Instructions to All Circles

All Circles have been instructed to ensure that:

  • Every delivery staff member uses DSS App Version 1.0.23
  • Immediate application updates are completed in all devices used for COD activities
  • Nodal Delivery Centres and delivery offices closely monitor implementation
  • Compliance is treated as a top priority

The communication also requests Circles to submit completion certificates after all end users successfully update the application.

The move reflects the Department of Posts’ strong push toward digital transformation and cashless transaction adoption. By improving the technical reliability of COD digital payments, the Department aims to provide smoother customer experiences and improve operational efficiency across the postal network.
