The Department of Posts has initiated the process of preparing the Draft All India Seniority List of Inspector Posts (IP) cadre for the year 2021, and the same methodology is expected for the 2020 vacancy year as well. The Personnel Division of the Department of Posts has circulated the draft list to all postal circles for verification and submission of comments before finalization.
The draft seniority list has been prepared based on records available with the Directorate, inputs from the Departmental Examination Section, and guidelines issued by the Department of Personnel and Training (DoPT).
Basis for Preparation of Inspector Posts Seniority List
The seniority of officials who joined the Inspector Posts cadre in 2021 has been determined on the basis of the following principles:
1. Seniority of Direct Recruits and Promotees
The inter-se seniority of Direct Recruits (through CGLE) and Departmental Promotees (through LDCE) has been determined based on the marks or rank secured in their respective examinations.
2. Candidates Joining from Different Vacancy Years
In cases where candidates belonging to two or more vacancy years join in the same calendar year, the seniority is determined as per DoPT OM dated 13.08.2021.
According to this rule:
Candidates appointed through earlier selection panels will be placed senior to those appointed through subsequent panels, even if they joined in the same year.
3. Ratio Between LDCE and Direct Recruits
Candidates qualified through LDCE and CGLE of the same vacancy year who joined in 2021 are placed in the seniority list using a 2:1 ratio.
Two promotees (LDCE)
One direct recruit (CGLE)
This ratio is applied to the extent possible depending on the availability of candidates. Remaining candidates are placed en-bloc below the already placed candidates.
4. APS Concession Candidates
Candidates who qualify under APS concession are placed below all the candidates of the seniority list of the year in which they complete three years of service as JCO.
Tie-Breaking Rules in Case of Same Marks
When candidates secure equal marks in the Limited Departmental Competitive Examination (LDCE), the following criteria are used to determine inter-se seniority:
Same Feeder Cadre
Date of joining the feeder cadre – Earlier joining candidate will be senior.
If the joining date is the same, date of birth will be considered, and the older candidate will be placed higher.
Different Feeder Cadres
The candidate belonging to the higher grade will be considered senior.
If both cadres have identical pay scales, the earlier joining date in the feeder cadre will be considered.
If still the same, date of birth will determine seniority.
Verification of Draft Seniority List
All postal circles have been directed to:
Circulate the Draft All India Seniority List among all concerned officials.
Verify details such as Name, Category, Rank, and other service particulars.
Fill in missing information where required.
Report discrepancies to the Directorate.
Submission of Objections and Representations
Officials who have any grievance or discrepancy in the draft seniority list must submit their representation through their respective Circle offices.
Key timelines:
30 days – Officials must submit representations to the Circle.
45 days – Circles must examine and dispose of the representations.
Any corrections or clarifications will be forwarded to the Directorate for necessary action.
After the completion of the stipulated period, if no objections are received, it will be assumed that the stakeholders have no comments on the draft seniority list, and the Directorate will proceed to finalize it.
Subject to Pending Court Cases
The finalization of the Inspector Posts Seniority List will be subject to the outcome of ongoing litigations, including:
O.A. No. 296/2019 – Manish Kumar Srivastava & Others vs Union of India (CAT Principal Bench, Delhi)
O.A. No. 180/985/2018 – G. Jayasree vs Union of India (CAT Ernakulam Bench)
Any other litigation pending before competent courts related to the IP cadre seniority list.
