The Department of Posts, under the Ministry of Communications, has announced the reopening of the application window for the Limited Departmental Competitive Examination (LDCE) for promotion to the Inspector Posts (IP) cadre for the vacancy year 2025. The move aims to ensure that all eligible aspirants get equal opportunity to submit their applications and complete necessary verification processes.
Reopening of Application Window
As per the letter No. DE-12/3/2025-DE-DOP dated 28.10.2025, issued by the Assistant Director (DE), the competent authority has approved the reopening of the Application Processing Module to facilitate submission of applications by eligible candidates who were unable to complete the process earlier.
This reopening also provides additional time to the Controlling and Nodal Authorities for verifying candidate credentials, ensuring that only eligible applicants appear for the LDCE.

Clarifications on Eligibility and Senior/Junior Clause
The Department has also issued multiple clarifications regarding eligibility conditions, particularly concerning the Senior/Junior Clause and the merger of PA(SBCO) with PA(PO) cadres.
1. Senior–Junior Clause
As per O.M. No. X-07/5/2025-SPN-II-DOP dated 17.10.2025, it has been clarified that:
“Where juniors who have completed the qualifying service are eligible for LDCE, their seniors shall also be eligible provided they are not short of the requisite service by more than half of such service or two years (whichever is less), and have completed probation successfully.”
However, this relaxation will not apply to officials who lost seniority due to Rule 38 transfers.
2. Applicability to PA(PO) and PA(SBCO) Officials
Subsequent clarification issued vide letter dated 28.10.2025 stated that:

The merger of PA(SBCO) with PA(PO) was a one-time administrative measure.

Former PA(SBCO) officials were placed en bloc below PA(PO) officials in the gradation list as on 31.12.2022.

Hence, the Senior/Junior Clause benefit will not apply to PA(PO) officials in comparison to merged PA(SBCO) officials for LDCE-IP 2025.
Technical Facilitation by CEPT
The Centre for Excellence in Postal Technology (CEPT), Bengaluru, through its letter No. CEPT-7/IT2.0/Vol-IV/Digs dated 15.10.2025, informed that:

A new provision has been enabled in the LDCE Application Module to allow employees on deputation, officiating positions, or temporary transfer to update their Feeder Cadre and Working Office details.

This update addresses earlier technical issues which left 1,284 applications in draft status.

Circles have been instructed to circulate the update widely to ensure smooth and timely submission.
Syllabus and Pattern Update
An addendum dated 17.10.2025 clarified that the revised Pattern and Syllabus for LDCE-IP 2025 should be read as per SPN-II letter No. 7-14/2011-SPN-II dated 22.08.2025, along with the corrigendum dated 24.09.2025.
