Rule 38 September 2025 Transfer Cycle: Employees Asked to Verify Service Details in IT 2.0 APT Environment
New Delhi, September 24, 2025 – The Department of Posts (DoP) has issued a circular regarding the upcoming Rule 38 transfer cycle for September 2025, highlighting the importance of data verification in the recently launched APT Environment (IT 2.0).

IT 2.0 Environment Goes Live
The new APT Environment under IT 2.0 has been made live, enabling employees to access their service particulars and other details through their individual login pages. This step is part of the broader digital transformation initiative of India Post aimed at enhancing transparency and efficiency in personnel management.
Data Omissions Observed During UAT
During User Acceptance Testing (UAT) for Rule 38 transfer applications, certain omissions were noticed in employee data such as:

Date of joining in the present cadre

Other service details
The DoP has warned that such discrepancies may result in either inability to submit Rule 38 applications or the submission of applications with incorrect data, which are liable to be cancelled.
Employees Advised to Verify and Report Errors
Employees have been advised to carefully review their details in the IT 2.0 portal. Any factual discrepancies should be formally reported in writing to their respective controlling officers by October 10, 2025.
Controlling officers, upon receiving such requests, are required to:

Examine and verify the claims with available service records.

Make necessary corrections where justified.

Provide a written reply to the employee in cases where corrections are not applicable.
Final Timelines and Strict Compliance
The Department has clearly stated that the above timelines are final. Any discrepancies reported after October 10, 2025—either by individual employees or Circle offices—will not be entertained. No further opportunity will be provided for corrections.
Transfer Cycle Execution in October
After completion of the data sanitisation exercise, the Rule 38 September 2025 transfer cycle will be executed through the APT solution in October 2025.

The circular has been widely circulated with instructions to:
