Rule 3 transfers for Gramin Dak Sevaks (GDS) have been streamlined through an efficient online portal, providing convenience and transparency to applicants. Here's a detailed insight into the key points regarding Rule 3 transfers:

  1. Application Process through Online Portal:

    • GDS individuals seeking transfers can apply through the dedicated online portal: https://rule3.cept.gov.in/
    • The online platform simplifies the application process, ensuring ease of access and efficient processing.
  2. Transfer Limits:

    • Male GDS personnel are eligible for Rule 3 transfers up to two times during their service period.
    • Female GDS personnel can avail Rule 3 transfers up to three times during their service tenure.
  3. Completion of One-Year Engagement:

    • Applicants must have completed at least one year of engagement before becoming eligible for Rule 3 transfers.
  4. Publication of Transfer Lists:

    • Two transfer lists are published in each cycle:
      • Clear Vacancy List: Includes vacancies resulting from discharge, resignation, and promotion.
      • Transferee Vacancy List: Tentative post vacancies are listed. (Note: No Tentative Vacancy Transfer in May 2024 Transfer)
  5. Transfer to Post Office with Same TRCA:

    • Currently, transfers are permitted only to post offices offering the same Time-Related Continuity Allowance (TRCA) as the current posting.
  6. Spouse Ground Transfer:

    • GDS individuals with spouses employed in the postal department, other central or state departments, or Public Sector Undertakings (PSUs) can apply for transfers on the spouse ground.
    • A certificate issued by the relevant department certifying the spouse's employment status is required. The format for this certificate is provided for easy reference.
  7. Priority Criteria for Multiple Applications:

    • In cases where multiple applications are received, priority is determined based on the following order:
      1. Priority given to Persons with Disabilities (PWD).
