2. In this context, I am directed to say that as per instructions contained in OM No, 40-58/78-Pen, dated the 25th April, 1981, only unauthorized absence/leave without the approval of the engaging authority constitutes break in engagement of a GDS, unless regularized by the competent authoriy. 

The LWA is granted by the competent authority, is though without allowance, but comes under the catagory of an authorized leave.
