All India Seniority List of Inspector Posts (IP) for the year 2015, 2016 & 2017 released by Department of Post (DOP) on 12th Septmber 2022. As per DOPT order Draft Combined All India Seniority List of Inspector Posts (LDCE IP & DR) for the year 2015, 2016 & 2017 has been prepared by the Postal Directorate.

I am directed to refer to the above-mentioned subject and to say that the preparation of All India Combined Seniority List of Inspector Posts cadre for the year 2015 was under consideration in the Directorate. As per information received from Departmental Examination Section, records available in SPN-II Section and advice of the Department of Personnel & Training on placing of Direct Recruits, draft All India combined seniority list of Inspector Posts for the year 2015 has been attempted/prepared in the following manner:


(a) Rotation of two Inspector Posts from LDCE and one from Direct Recruitment.

(b) Remaining promote employees (LDCE) are placed en-bloc below the candidates who are already placed in the seniority list.

(c) SC/ST candidates qualified under Review result, if any.

(d) Personnel serving in Army Postal Service have been placed enbloc below the officials at (a) (b) & (c) above on the basis of information furnished by the Circle concerned, if any.

2 The officials who secured same marks in the Limited Departmental Competitive Examination have been clubbed together and their inter-se-seniority shall be decided in the following manner:

(i) In case of the officials belonging to same feeder cadre, the date of their joining in the feeder cadre will be the criteria i.e., who had joined the feeder cadre earlier will be senior. If their date of joining in the feeder cadre is also same, the date of birth will be the criteria i.e., the person age-wise senior will figure ahead of junior in the seniority list;

(ii) In case of he officials belonging to different feeder cadres, official in the higher grade will be deemed to be senior to those in lower grade:

(iii) In case of officials belonging to different feeder cadres with identical scales of pay, the date of their joining in the feeder cadre will be the criteria i.e., who had joined the feeder cadre earlier will be senior. If their date of joining in the feeder cadre is also same, the date of birth will be the criteria i.c., the person age-wise senior will figure ahead of junior in the seniority list:

The above-mentioned criteria shall also be applicable in case of candidates serving in APS declared ‘qualified’ in IPO Examination under relaxed standards.


3. All the Circles are requested to circulate this draft seniority list among all the candidates and also intimate the requisite information those are left blank in the draft seniority list to the Directorate at the earliest. It is also requested to intimate discrepancy, if any, found in the draft seniority lst i.e., Name/category/Rank etc. In case any official has been transferred to other Circle under provisions of Rule- 38, promoted to higher grade, resigned, etc. actual date of transfer / promotion / resignation should also be informed.


4. All the concerned officials are also requested to go through the list and submit their grievances/comments, if any to their Circle concerned within 30 days of the issue of this letter. Representations in this connection should be examined and disposed of at the Circle level. If any specific clarification is required or any obvious error to be rectified, Circles shall forward those to the Directorate for necessary action.


5. If no reply is received within the stipulated period, it will be presumed that the concerned officials and Stakeholders i.e., Circles have no comments on the proposed Combined All India Seniority List of IPs for the year 2015,2016 & 2017 and further necessary action to finalize the list will be taken in the matter.
