Clarification regarding eligibility of officials in connection with LDCE/Competitive examination for promotion / appointment to the posts of Postal Assistant /Sorting Assistant(PA/SA). Eligibility has been prescribed in PA SA Recruitment Rules (RR) 2022.

Subject: Clarification regarding eligibility of officials in connection with LDCE/Competitive examination for promotion / appointment to the posts of Postal Assistant /Sorting Assistant.

References have been received from various Circles seeking clarification regarding eligibility of such officials who were holding the post of GDS on the crucial date of eligibility i.e. 01.01.2022 and subsequently appointed to the posts of Multi Tasking Staff (MTS), Postman, or Mail Guard, in connection with LDCE / Competitive examination for promotion / appointment to the posts of Postal Assistant (PA) / Sorting Assistant (SA).

 

2 Recruitment Rules (RRs) of PA/SA were notified on 17.06.2022. As per the revised RRs, following are eligible for promotion / appointment to the post of PA/SA (Postal Assistant/Sorting Assistant):

 

Part- (A): -

 

(1) Officials holding post in Level 3 of the Pay Matrix with three years of regular service in such post or five years of combined regular service in posts in Level 1, Level 2 and Level 3 of Pay Matrix;

 

(2) officials holding post in Level 2 of the Pay Matrix with five years of regular service in such post including the regular service in posts in Level 1 of Pay Matrix;

 

(3) officials holding post in Level 1 of the Pay Matrix with five years of regular service in such post.

 

Part-(B):-

 

Officials holding post in Level 1, Level 2 and Level 3 of the Pay Matrix with total regular service of eight years including service rendered regularly as Gramin Dak Sevaks (GDS).

 

Part — (C):-

 

Gramin Dak Sevaks(GDS) who have worked regularly for eight years in that capacity. The eligibility service shall continue to be five years for person holding the post of Gramin Dak Sevaks(GDS) on regular basis on 17.06.2022.

 

3. The aforesaid RRs also provided that eligibility of service condition shall be as on 01st day of January of the year to which the vacancy belongs to or as per guidelines issued by the Central Government from time to time regarding crucial date of eligibility.

 

4. Thus, if a candidate was holding a post in pay Level-1 or Level-2 or Level-3 of the pay matrix, such as the post of MTS, Postman, or Mail Guard, on the crucial date, i.e. 01.01.2022, his/her candidature will be considered with reference to the eligibility conditions mentioned at Part — (A) or Part — (B) of para 2 above, as the case may be.

 

5. Similarly, if a candidate was holding the post of GDS on the crucial date, i.e. 01.01.2022, but subsequently appointed to a post in pay Level-1 or Level-2 or Level-3 of the pay matrix, such as the post of MTS, Postman, or Mail Guard, his/her candidature will be considered with reference to the eligibility conditions mentioned at Part — (C) of para 2 above, along with other GDS candidates.
