Cadre restructuring of  Group ’C’ posts in postal side Dated 22.04.2022.

1. In pursuance of Directorate letter No. 25-04/2012-PE-I dated 27.05.2016 and No. 25-04/2012-PE-I (Vol. II) dated 10.11.2017, number of posts allocated to Karnataka Circle in cadre restructuring of Group ’C’ posts in postal side, cadre wise is as below.

HSG-I (NFG) -13


HSG- I - 118


Total HSG- I - 131


HSG-II (upgraded from LSG and   A Class SPMs) - 386


LSG for B & C Class POs - 1252


LSG others - 699


Total number of LSG others - 1951


PA (Postal Assistant) - 4520


Total - 6988


Consequent on merger of Postmaster cadre into General line vide Directorate letter NO.  25-19/2018-PE-I dated 10.07.2019, 12.07.2019 & 31- 10-2019, this office has issued orders vide memo no.ESA/9-144/PM Grade/2017 dated 16.09.2019 and 21-05-2020 for merger of Postmaster Cadre with the General line. Accordingly, the following numbers of posts are identified in HSG-I, HSG-II & LSG cadres:

*Note: Three (03) allocated posts each from HSG-I cadre and LSG cadre in cadre restructuring of Group’C’ posts in Postal side will be identified shortly


2. In accordance with Directorate clarification issued vide letter no.  25- 04/2012-PE-I (Vol-III) dated 05.12.2018 and 03.02.2022 it is reiterated that “ LSG, HSG-II , HSG-I and HSG-I(NFG) Posts will be deemed to have been upgraded to these grades only w.e.f the dates they are filled up ie. From the date the promoted officials assumes the charge. Other wise, the post will remain in the lower cadre”.


In view of the above, the Competent Authority has ordered the following modifications in respect of this office memo No. ESA/9-144/GR ’C’/2016- 17/11  dated 11.04.2018, 12.04.2018 and 13.04.2018 and 25.06.2021 issued

for LSG, HSG-II, HSG-I and HSG-I (NFG) respectively and PM Grade merger memo no.ESA/9-144/PM Grade/2017 dated 16.09.2019 and 21-05-2020 issued for merger of Postmaster Grade cadre with General Line.


a) The posts identified vide this office memo cited above dated 11.04.2018, 12.04.2018, 13.04.2018 and 25.06.2021 are treated to be created /upgraded only from the date of assumption of promoted officials in the respective cadres.  Thus the identified posts should not be treated as Sanctioned strength of respective cadre.  As and when the officials assumes the upgraded posts the same may be treated as sanctioned strength of particular cadre  Till such creation / upgradation, these pc its shall remain in lower cadre only.


b) The sanctioned strength of the posts before cadre restructuring available in each cadre as stated in Directorate letter mentioned at para-1 above shall be treated as already created post in the respective cadres.

c) In HSG-I cadre, 68+50 PM Grade-III merged posts i.e., 118 posts shall be treated as already created post. 60 identified HSG-I posts + 3 to be identified posts shall be treated as created/upgraded only on assumption of the promoted official in HSG-I cadre, simultaneously as and when person assumes the newly created post the equivalent number of posts to be reduced from the lower cadre.


d) Similarly in HSG-II 63+50 PM Grade-II merged posts .i.e 113 posts shall be treated as already created posts. 323 posts shall be treated as created/upgraded only on assumption of the promoted official in HS cadre, simultaneously as and 

when person assumes the newly created the equivalent number of posts to be reduced from the lower cadre.


e) Further in LSG 247+170 PM Grade-I merged posts .i.e 417 posts should be treated as already created posts. 1701 LSG posts + 03 to be identified posts shall be treated as created/upgraded only on assumption of the promoted official in LSG cadre, simultaneously as and when person assumes the newly created post the equivalent number of posts to be reduced from the lower cadre.


Staff section of Circle Office shall intimate the date of assumption of promoted officials consequent on Cadre restructuring in each post/cadre separately year wise from 2018 onwards to Establishment Section of Circle Office  along  with  name  of  the  Post  offices  for  issue  of creation/upgradation memo in respect of each cadre/post.


g) On receipt of creation/upgradation memo from Establishment Section of Circle Office, the same shall be noted in the Establishment Register of the concerned Divisions immediately treating it as post created/upgraded after cadre restructuring.


h) Simultaneously the Divisions shall reduce that number of posts in lower cadre as and when creation/upgradation memo in the higher cadre is issued by Establishment Branch of Circle Office .i.e., HSG-I (NFG), HSG-I, HSG-II and LSG by clearly mentioning the posts as created after cadre restructuring in the Establishment Register of the respective Divisions.


i) But the overall reduction to be affected in PA cadre only, since Directorate has upgraded the posts in cadre restructuring by reducing 32% of PA posts. Ie. Total of 6610 PA posts is reduced to 4520 PA posts in the Circle . For example

Scenario 1- If an official got promotion to LSG or HSG-II or HSG-I in a particular Division consequent upon cadre restructuring and if he assumes the promoted post in the same Division then concerned Division should abolish one PA post in the Division.

Scenario 2- If an official belongs to "A" Division got promotion to LSG or HSG-II or HSG-I and posted to "B" Division consequent upon cadre restructuring and if he assumes the promoted post in the "B" Division then "B" Division should abolish one PA post in the Division.

j) Once the post is assumed by an official on promotion to the newly created post, the post shall be treated as created/upgraded even though the post becomes vacant due to promotion/retirement/Voluntary Retirement/death etc.

k) Staff section, Circle Office to conduct DPC in respect of each cadre and promote eligible officials limiting the promotion to the extent of maximum posts as mentioned below ( Region wise)


For Example: If staff section need to convey DPC in HSG-I cadre, they may convey the DPC to the extent of 168 posts by reducing the number of officials already working in HSG-I cadre .

l) Region / Divisions shall intimate the list of Post Offices to be upgraded in each cadre based on functional requirement keeping in view the Directorate guidelines issued vide letter 25-04/2012-PE-I dated 27.05.2016 and No. 25-04/2012-PE-I (Vol. II) dated 10.11.2017, for issue of allotment / promotion orders to Staff section, Circle Office for conducting DPC without exceeding the number nf posts mentioned at para ’k’ above.


m) On performing the above exercise Divisions/Regions/Circle shall maintain the sanction strength correctly as at ’k’ in each cadre, so that the total sanctioned strength of the Circle does not exceed 7258 and the promotion given in each cadre should not exceed the total posts allocated by Directorate in HSG-I (NFG), HSG-I, HSG-II and LSG in the Circle.


This has the approval of Chief Postmaster General.
