The Department of Posts has circulated the Minutes of the Meeting held on 03 August 2026 between senior departmental officials, the Bharatiya Postal Employees Federation (BPEF), its affiliated service associations, and the Bharatiya Gramin Dak Karamchari Sangh (BGDKS). The meeting, chaired by Member (Personnel) at Dak Bhawan, New Delhi, covered a wide range of service matters affecting departmental employees and GDS staff.

Background
The meeting followed conciliation proceedings held on 21 July 2026 before the Deputy Chief Labour Commissioner. During those proceedings, the employee federation agreed to defer the proposed one-day strike scheduled for 05 August 2026 and the indefinite strike proposed from 18 August 2026, pending further discussions with the Department. The bilateral meeting was subsequently held on 03 August 2026 to deliberate on the Charter of Demands.

Strike Deferred
The representatives of BPEF and its affiliated associations assured the Department that both the proposed one-day strike and the indefinite strike would remain deferred while discussions continue on the pending demands.
Revenue Growth Appreciated
During the meeting, the Department highlighted that 16% revenue growth during 2025-26 was achieved due to the dedication of postal employees. Employee representatives appreciated the Department for initiating discussions on staff welfare and administrative issues.
Important Issues Discussed
The Annexure attached to the minutes contains the Department's responses to several demands raised by the federations, including:
- Scientific allocation of business targets and action against any malpractice in target fixation.
- Rationalization of Road Transport Network (RTN) operations while continuing multimodal parcel transportation.
- Filling vacant posts in the Mail Motor Service and updates on Civil Wing cadre matters.
- Strengthening vigilance administration, digital monitoring, and implementation of the eFRM module for preventive vigilance.
- Status of Postal Accounts decentralization and merger proposals involving PAO/PACO/PARO.
- Progress on cadre restructuring of MMS, RMS, Postal Accounts and related cadres.
- Requests regarding Foreign Post Office promotions and implementation of similar provisions in other locations.
- Clarification on pay fixation for re-employed ex-servicemen appointed as Postal Assistants/Sorting Assistants.
- Compassionate appointment guidelines for dependent family members of deceased employees.
- Proposal to declare 17 September (Vishwakarma Jayanti/National Labour Day) as a holiday, which the Department clarified is a policy matter under the Government of India.
- Revamping of the delivery system through establishment of centralized Delivery Centres for improved backend delivery operations and enhanced customer service.

Although several issues require further examination or consultation with concerned divisions, the immediate deferment of industrial action provides additional time for discussions and possible resolution of employee concerns.
