Kerala Circle Proposes Major Rebalancing of Sub-Divisions and Divisions

The Kerala Circle of the Department of Posts has prepared an Illustrative Review 2026 proposing significant rebalancing of its administrative units at the Sub-Division, Division and Region levels. The review focuses on rationalising the organisational structure and achieving a more balanced distribution of Post Offices and workload.

Sub-Division Rebalancing

Under the proposal, the number of Sub-Divisions in Kerala Circle would be reduced from 75 to 60, representing a net reduction of 15 Sub-Divisions. No new Sub-Division is proposed to be added. 

The proposal seeks to address imbalances in Branch Office distribution. The review indicates that 8 existing Sub-Divisions have more than 70 Branch Offices, while the proposed structure aims to eliminate such cases. 

Several Sub-Divisions are proposed to be merged or internally rebalanced. For example, Changanassery Division would move from three Sub-Divisions to two, while Kottayam Division would move from four to three. 

Similarly, proposals have been made for restructuring in Irinjalakuda, Thrissur, Tiruvalla, TVM North and TVM South, among other areas. The maps included in the review illustrate the administrative boundaries before and after the proposed mergers.  

Division-Level Rebalancing

At the Division level, the number of Divisions is proposed to come down from 24 to 20, a net reduction of 4 Divisions. The proposal involves one addition and five reductions. 

The review states that the range of Sub-Divisions per Division would remain 2–4, while the range of Post Offices and Branch Offices would remain within the existing ranges of 30–105 POs and 60–239 BOs, respectively. 

The Division restructuring includes a combination of splits and mergers. One existing unit is proposed for splitting, while 13 existing units are affected by mergers, resulting in six proposed units. 

Major Division Merger Proposals

One significant proposal involves the Palakkad and Ottapalam Divisions. The review proposes merging the two adjoining Divisions into a rebalanced Palakkad Division. The combined structure is shown with 4 Sub-Divisions, 4 HOs, 132 SOs and 332 BOs, with a sanctioned staff strength of 674. 

Similarly, Manjeri and Tirur Divisions are proposed to be merged into a new Malappuram Division. The proposed Division would have five Sub-Divisions, four HOs, 97 SOs and 328 BOs, with a sanctioned staff strength of 605. 

Another major proposal concerns Thalassery and Kannur Divisions. The Mananthavady Sub-Division is proposed to be separated from Thalassery and incorporated into the newly created Wayanad Division, while the remaining structure of Thalassery and Kannur is proposed to be reorganised into a larger Kannur Division. 

The proposed Wayanad Division includes Kalpetta and Mananthavady Sub-Divisions, with the review showing 1 HO, 10 SOs and 77 BOs under Kalpetta and 8 SOs and 65 BOs under Mananthavady. 

Regional Structure

At the Regional level, the number of Regions remains unchanged at three. However, the distribution of Divisions among the Regions is proposed to be rationalised.


The proposed structure provides for:

Northern Region – 6 Divisions

Central Region – 9 Divisions

HQ Region – 5 Divisions


The review indicates that all three Regions are retained, with the rebalancing aimed at achieving a more appropriate distribution of administrative workload. 

The detailed Regional review lists Northern, Central and HQ Regions with their respective revenue, sanctioned strength, number of HOs/SOs/BOs, geographical area and population. The Region-level proposal is marked as “No Action” for the three Regions in the detailed view.

Objective of the Rebalancing


The proposed restructuring is essentially aimed at balancing administrative workload and rationalising the distribution of Post Offices and Branch Offices. The detailed Sub-Division review shows that several units are being internally rebalanced so that the number of BOs handled by individual Sub-Divisions becomes more manageable. 


The document is explicitly presented as an “Illustrative Review | 2026”, and therefore the figures and restructuring proposals should be viewed as part of the proposed/illustrative organisational review rather than as a final notification.
