India Post Launches Pilot Project to Transform Department into a Profit Centre; Circle Strategic Transformation Units to Be Constituted

The Department of Posts has initiated the implementation phase of its ambitious "Strategic Roadmap to Transform India Post from a Government Cost Centre to Profit Centre." As part of this initiative, seven pilot circles have been selected to begin the transformation journey, with dedicated Circle Strategic Transformation Units (Circle STUs) to oversee implementation at the Circle level.

Pilot Implementation Begins

The Department has engaged A.T. Kearney Consulting India Private Limited as the consultant for developing and implementing the strategic roadmap. The project aims to bring about an end-to-end transformation of India Post, improve operational efficiency, and chart a sustainable path towards profitability.

The pilot implementation will commence in the following seven circles:

  • Maharashtra
  • Tamil Nadu
  • Uttar Pradesh
  • Madhya Pradesh
  • Delhi
  • Assam
  • Uttarakhand

Formation of Circle Strategic Transformation Units

Each pilot Circle has been directed to constitute a Circle Strategic Transformation Unit (Circle STU) headed by the DPS (HQ). The Circle STU will include officers responsible for key verticals and horizontal functions, ensuring coordinated implementation of transformation initiatives across the Circle.

Key Verticals

The Circle STU will have representatives from:

  • Financial Services
  • Postal Life Insurance
  • Citizen Centric Services

Horizontal Functions

The unit will also include officers from:

  • HRD & Personnel
  • Planning & Establishment
  • Customer Satisfaction
  • Marketing

Role of the Circle STU

The Circle STU will act as the dedicated governance team responsible for driving on-ground implementation of the transformation project. It will monitor initiative-wise progress, coordinate with Directorate-level SPOCs, resolve implementation bottlenecks, and ensure timely execution of strategic initiatives.

The unit will hold weekly review meetings to:

  • Monitor progress of transformation initiatives.
  • Review field-level updates and implementation status.
  • Identify risks and interdependencies.
  • Resolve bottlenecks and escalate unresolved issues.
  • Assign responsibilities and monitor timelines.

Timeline

Pilot Circles have been instructed to submit the details of the constituted Circle STU in the prescribed format by 11:00 AM on 5 August 2026. Thereafter, the Kearney consulting team will visit each pilot Circle from 6 August 2026 onwards to finalize the STU structure and discuss the support required for successful implementation.
