The Department of Posts has issued a significant circular dated 17 July 2026 announcing a Comprehensive Review and Rationalisation of Administrative Units across all Postal Circles. The initiative aims to build a more customer-centric, technology-enabled, operationally efficient and financially sustainable postal network that is better aligned with the changing needs of postal services and business growth.

Why is this Review Being Conducted?
Over the last decade, India Post has witnessed tremendous growth in:
- E-commerce logistics
- Parcel services
- Digital products
- Financial inclusion initiatives
- Direct Benefit Transfer (DBT)
- Government flagship schemes
- Technology-driven services through APT 2.0
However, the existing administrative structure at Circle, Regional, Divisional and Sub-Divisional levels has not been comprehensively reviewed in line with these changes. As a result, some administrative units have become overburdened while others remain underutilised, affecting supervision, accountability, service delivery and business development.

Important Guiding Principles
The Department has clearly stated that:
- Existing infrastructure should be utilised to the maximum extent.

- No additional posts should be proposed.
- Every proposal must be financially viable and minimise recurring expenditure.
Submission of Proposals
Postal Circles must submit comprehensive proposals including:
- Detailed justification
- Comparative assessment
- Manpower redeployment plan
- Infrastructure feasibility
- Financial and business analysis
- Approval of the Chief Postmaster General (CPMG)
- Concurrence of the CIFA
All proposals must reach the Postal Directorate on or before 31 July 2026.
