NAPE Raises Concern Over Digital Transaction Targets Imposed on Postal Staff
Bengaluru, June 11: The National Association of Postal Employees (NAPE), Karnataka Circle, has urged the Chief Postmaster General, Karnataka Circle, to review the practice of imposing digital transaction targets on postal employees, stating that such directives are causing undue mental stress and do not reflect ground realities.

In a representation submitted to the Chief Postmaster General, the union highlighted that while the Department of Posts is actively promoting digital transactions, many customers, especially institutional clients and senior citizens, continue to rely on conventional payment methods. Major customers such as banks, courts, state government offices, public sector undertakings, and other institutions often make payments through cash or service stamps, making it difficult for counter officials to influence the mode of payment.
The union pointed out that several divisional administrations have reportedly fixed targets requiring more than 80 percent of transactions to be conducted digitally and are seeking explanations from staff when these targets are not met. According to NAPE, postal employees can only educate and encourage customers to use digital payment options and cannot compel them to adopt a particular mode of payment.
The representation also noted that Electronic Money Order (eMO) customers are predominantly senior citizens sending money to temples and religious institutions, many of whom are not comfortable with digital payment systems. The union warned that excessive pressure on employees could adversely affect customer relations and even lead to loss of business if customers feel inconvenienced.
NAPE described the current approach of target fixation as unrealistic and unscientific, arguing that digital adoption should be allowed to grow gradually during this transition period. The union has suggested that the Department focus on creating awareness, providing wider publicity for digital payment facilities, and encouraging government institutions to adopt digital payment modes while booking accountable articles.
Citing complaints received from divisions across Karnataka, the union has requested the Circle administration to issue suitable directions to field units and relieve operative staff from unnecessary pressure associated with digital transaction targets. :::
