GDS Rule-3 Online Transfer Cycle May 2026: Department of Posts Issues Key Clarifications

The Department of Posts has issued important clarifications regarding the GDS Rule-3 Online Transfer Cycle for May 2026 through a communication addressed to the General Manager, CEPT Bengaluru. The clarification aims to streamline the online transfer process and improve transparency and system efficiency in the upcoming transfer cycle.

According to the Directorate, several operational issues observed during the previous transfer cycle have now been reviewed and necessary decisions have been taken for smoother implementation.

Major Clarifications Issued

Removal of “Others” Option in Rejection Remarks

The Directorate noted that the “Others” option provided for rejection remarks was being used indiscriminately by Divisions during the previous cycle. Therefore, it has now been decided to remove this option from the system for cancellation of transfer applications. Existing predefined remarks will continue to remain available.

Handling of Relieving and Joining Period

The Department clarified that the intermittent period between relieving and joining will continue to be managed as per the existing provisions of the LMS system. The FAQs issued along with the transfer schedule also explain the process clearly.

Mandatory Upload of Relieving/Joining Reports

CEPT had suggested enabling access of relieving/joining reports to Divisions, Sub Divisions, Head Offices, and GDS officials. The Directorate has accepted this proposal. It was also decided that GDS officials will not be allowed to join new posts unless relieving details and related annexures are uploaded in the system. This move is expected to strengthen the SOP implementation under APT 2.0.

No SMS OTP for Joining Confirmation

The Department observed that the joining date of GDS officials is already linked with the LMS system. Hence, instead of implementing SMS OTP verification at this stage, warning messages or prompts may be shown to Divisions while updating joining dates. Therefore, SMS OTP-based joining confirmation will not be introduced for now.

Additional System Enhancements

The Directorate has also instructed CEPT to incorporate several additional provisions in the upcoming transfer cycle, including:

  • FAQ-based system provisions

  • MIS reports covering vacancy capturing to joining stages

  • Pre-filled system-generated certificates for vacancy capturing at Division and Circle levels

These measures are intended to improve monitoring, accountability, and efficiency in the GDS transfer process.

The order has been issued with the approval of the Competent Authority and signed by Assistant Director General (GDS), Gurvinder Singh.
