Cadre Review of Postal Engineering Wing Approved by Department of Posts

The Department of Posts, Ministry of Communications, has officially approved the long-awaited Cadre Review of the Postal Engineering Wing, earlier known as Group ‘B’ & ‘C’ Posts of Civil Wing. The approval has been issued through an Office Memorandum dated 20 May 2026 following clearance from the Ministry of Finance and Department of Personnel & Training (DoPT).

As per the revised structure, several major changes have been introduced in the Civil, Electrical, Architectural, Clerical, Draftsman, and Supporting Staff categories of the Postal Engineering Wing.

Major Highlights of the Cadre Review

Civil Wing Restructuring

The sanctioned strength in the Civil stream has been revised significantly:

  • Executive Engineer (Civil) posts reduced from 31 to 24

  • Assistant Engineer (Civil) posts reduced from 145 to 135

  • Junior Engineer (Civil) posts reduced from 195 to 136

Electrical Wing Changes

The Electrical stream has also undergone restructuring:

  • Executive Engineer (Electrical) posts reduced from 8 to 6

  • Assistant Engineer (Electrical) posts increased from 36 to 38

  • Junior Engineer (Electrical) posts reduced from 71 to 40

Architectural Stream Impact

Several posts in the Architectural category have been phased out:

  • Architect posts reduced from 6 to 2

  • Assistant Architect posts retained at 8

  • Architectural Assistant Grade-I and Grade-II posts reduced to zero

Clerical and Supporting Staff Rationalisation

The review also proposes rationalisation of clerical and support staff:

  • Administrative Officer posts approved in place of Office Superintendent

  • Work Clerk Grade-I posts reduced from 115 to 90

  • MTS strength reduced from 642 to 259

  • Several technical support posts like Lift Operator, Pump Operator, Carpenter, Mason, Plumber, Wireman, and AC Mechanic have been abolished or proposed for outsourcing.

Important Conditions Mentioned in the Order

The Department has clarified that the Postal Engineering Wing service under P&T BWS will continue to be treated as a “dying cadre,” and recruitment in certain categories will remain discontinued. Existing staff will gradually phase out through superannuation.

The memorandum also states that:

  • Recruitment Rules (RRs) will be revised as per DoPT guidelines.

  • Deputation provisions may be introduced to address manpower shortages.

  • The Department will continue discussions with CPWD regarding transfer or encadrement of engineering functions.

  • The revised position will be reviewed again after three years.

The order has been issued with the approval of the Competent Authority and circulated to all concerned Postal Engineering offices and senior officials across India.
