Department of Posts Issues Clarification on 1932 Pending GDS Rule-3 Transfer Posts for May 2026 Cycle
The Department of Posts has issued an important clarification regarding 1932 pending Gramin Dak Sevak (GDS) posts under the GDS Rule-3 October 2025 transfer cycle. The clarification was released through a letter dated 25 May 2026 addressed to the General Manager, CEPT Bengaluru.

The decision comes after several GDS transfer cases remained unresolved due to issues such as non-relieving, non-joining, cancellation requests, disciplinary proceedings, maternity leave, retirement, and death cases.
Background of the Issue
CEPT informed the Directorate that 1932 GDS posts were still pending under the October 2025 Rule-3 cycle because transfers could not be completed for various reasons. CEPT sought clarification on whether these posts should be considered vacant during the upcoming GDS Rule-3 Transfer May 2026 Cycle.
After discussions, the Directorate clarified the status and treatment of each category of pending cases.
Key Clarifications Issued by the Department
1. No Remarks Submitted / Null Cases
There are 18 cases where no remarks were entered in the portal regarding relieving or non-relieving of GDS officials. Circles were earlier instructed to resolve these cases quickly.
The Directorate clarified that:
Vacant posts arising from these cases may be notified.
However, destination posts may remain on hold because the GDS may still join the transferred post.
2. Allotment Cancelled Due to Death (Expiry)
There are 7 such cases where the GDS died after approval of transfer.
The Directorate stated:
Posts that became vacant due to death may be treated as vacant if not filled through compassionate engagement within six months.
Destination posts may also be shown vacant for the May 2026 Rule-3 cycle if they were not notified in the January 2026 engagement cycle.
3. Promotion / Removal / Resignation / Retirement Cases
A total of 69 cases fall under this category.
Clarification issued:
Both the original and destination posts may be treated as vacant if they were not already notified in the January 2026 engagement cycle.
4. Disciplinary Proceedings Pending
There are 40 cases where disciplinary proceedings are under process.
The Department clarified:
The existing post should remain blocked because the GDS continues to work there.
Destination posts may be shown vacant for the May 2026 cycle.
CEPT may block relieving after 30 days from allotment if disciplinary issues arise.
5. Maternity Leave Cases
The Directorate directed that:
Such posts should remain on hold until completion of maternity leave.
Destination posts should also remain on hold.
6. Relieved Cases
Where the GDS has already been relieved:
The original post should be unblocked and made available for transfer or engagement if vacant.
However, the destination post should remain on hold.
7. Transfer Cancellation on Request of GDS
This is the largest category with 1674 cases.
The Department clarified:
Original posts may remain blocked.
Destination posts may be shown vacant for the May 2026 Rule-3 cycle if not already notified in the January 2026 engagement process.
Directions to CEPT and Circles
The Directorate instructed CEPT to take action according to the clarified position and inform destination divisions regarding reasons for unblocking posts.
The order was issued with the approval of the Competent Authority and signed by Gurvinder Singh.
