Clarification on MACP Benefits for LDCE Promotions in Department of Posts
The Department of Posts has issued an important clarification regarding the grant of financial upgradation under the Modified Assured Career Progression (MACP) Scheme in cases involving promotions earned through the Limited Departmental Competitive Examination (LDCE).

As per the order issued by the Ministry of Communications, Department of Posts, dated 02.03.2026, the clarification was provided in connection with the cases of Smt. R. Ramya of Tamil Nadu Circle and Smt. Joshitha Vikraman, LSG OA, Ernakulam Division, Kerala Circle.
Key Clarification by DoPT
The matter was referred to the Department of Personnel & Training (DoPT) to determine whether promotions obtained through LDCE should be treated as regular promotions for the purpose of MACP financial upgradation.
DoPT clarified that:
Promotions secured through LDCE against “Promotion quota” posts are to be treated as promotions only for the purpose of financial upgradation under the ACP/MACP Scheme.
Such promotions are not to be considered as direct recruitment appointments.
Refusal of promotion earned through seniority would amount to refusal of normal promotion.
Supersession of Earlier Orders
Based on the above clarification, the Department of Posts has directed all Circles to take necessary action in similar cases. The new clarification supersedes the earlier letters issued on 07.08.2025 and 01.10.2025 regarding MACP benefits in LDCE-related promotions.
Significance for Postal Employees
This clarification is highly significant for postal employees who earned promotions through LDCE examinations. It settles the long-pending ambiguity regarding whether such promotions would affect eligibility for MACP financial upgradation.
Employees who were promoted through LDCE under the promotion quota may now have their MACP cases regulated accordingly across all Postal Circles, ensuring uniform implementation of the rules.
The order was issued with the approval of the Competent Authority and signed by Gurvinder Singh, ADG (GDS/PCC), Department of Posts.
