49th National Council (NC JCM) Meeting: 24 Major Demands and Employee Issues Discussed

The 49th meeting of the National Council of the Joint Consultative Machinery (JCM) was held on 11 May 2026 at Seva Teerth, New Delhi, under the chairmanship of the Cabinet Secretary. The meeting gained special importance as the JCM Scheme is celebrating its Diamond Jubilee year in 2026, completing 60 years since its establishment in 1966.

Representatives from both the Official Side and Staff Side participated in the high-level meeting. Staff Side representatives were led by Shri Raghavaiah and Shri Shiv Gopal Mishra along with 28 members, while senior officials from DoPT, Department of Expenditure and other Ministries represented the Government side.

24 Agenda Items Discussed in the Meeting

During the meeting, 24 important agenda items related to Central Government employees and pensioners were discussed in detail. The discussions mainly focused on employee welfare, pension issues, medical facilities, service conditions, allowances, and administrative reforms.

  • Increase in pension benefits for pensioners and family pensioners
  • Enhancement of Fixed Medical Allowance (FMA)
  • Expansion of CGHS facilities to more cities and districts
  • Improvement in healthcare facilities for retired employees

Cabinet Secretary Highlights Importance of JCM

The Cabinet Secretary stated that the JCM mechanism has played a major role in institutionalising dialogue between the Government and employees over the past six decades. He noted that 48 meetings of the National Council (JCM) have already been held earlier, with the previous meeting conducted on 26 June 2021.

He further observed that continuous discussions under the JCM framework have helped resolve several employee grievances and resulted in revisions to many administrative instructions and guidelines in the interest of employees.

Government Reaffirms Commitment to Employee Welfare

Both sides reportedly held healthy and constructive deliberations on all agenda items. Officials stated that several issues raised by the Staff Side are already under active consideration by the concerned Ministries and Departments.

The meeting concluded with a renewed commitment from the Government to continue constructive dialogue with employee representatives and strengthen the consultative mechanism for improving employee welfare and administrative efficiency.
