The revisions are aligned with the Press and Registration of Periodicals Act, 2023, ensuring uniformity in definitions, eligibility criteria, and operational guidelines across all post offices.

Revised Definition of Newspapers

One of the most important changes is the updated definition of a Newspaper:

  • Only weekly publications dispatched in loosely folded bundles qualify as newspapers.
  • These publications are eligible for concessional tariff benefits.
  • Any deviation from these criteria may result in denial of newspaper classification.

This change ensures that only genuine publications benefit from postal concessions.

Strengthening Compliance and Due Diligence

The Department has issued clear instructions for strict adherence to procedures at every level:

  • Verification of valid registration
  • Confirmation of publication periodicity

2. Letter Weight Revision

  • Weight limit reduced from 2 kg to 500 grams

3. Book Post Rationalization

  • All categories (books, samples, patterns) merged into one
  • No minimum quantity requirement
  • Advertisements in printed books now allowed

4. India Post Parcel (Retail & Contractual)

  • Introduction of volumetric weight concept
  • Features include:
    • Cash on Delivery (COD)
    • Insurance
    • Proof of Delivery
  • Contractual services require agreements for bulk customers

5. Indian Postal Order Changes

  • Smaller denominations below ₹10 discontinued
  • Available in ₹10, ₹20, ₹50, and ₹100

6. Registered Newspaper & Periodical Post

  • Newspapers: Published daily or weekly (≤7 days interval)
  • Periodicals: Published at intervals greater than 7 days
  • Both cannot be posted in letter boxes

7. Cash on Delivery (COD) Enhancement

  • Maximum booking limit increased from ₹5,000 to ₹10,000

8. Money Order Updates

  • Single transaction limit: ₹10,000
  • Monthly limit: ₹25,000 per payee
  • No commission for relief funds (PM CARES, etc.)

These reforms promote “One Product – One Need”, simplifying operations and improving customer experience.
