Elimination of Nil-Transaction Branch Post Offices: A Nationwide Initiative by Department of Posts
The Department of Posts, under the Ministry of Communications, has launched a significant national initiative aimed at eliminating nil-transaction Branch Post Offices (BOs) across the country. This directive, issued vide F. No. 10-09/2025-RB dated 02.12.2025 by the CCS & RB Division from Dak Bhawan, New Delhi, underscores the urgent need to ensure operational vitality and revenue-generating activities in every Branch Post Office.
Background and Need for Action
A recent review by the Hon’ble Minister of Communications (HMoC) highlighted concerns regarding the persistent number of BOs recording zero transactions across key service categories—Speed Post, Parcel, Savings Bank (SB), and PLI/RPLI. The HMoC expressed dissatisfaction over this situation and stressed that such BOs must be removed from the “nil transactions” list without delay. Maintaining a consistently active and transaction-enabled postal network is central to the Department’s operational expectations and service delivery mandate.

Mandate to Circles and Field Leadership
In response, the Department has instructed all Circles to take immediate, targeted, and measurable actions to bring the number of nil-transaction BOs down to zero. Divisional and sub-divisional officers bear special responsibility in this effort and are required to:

Guide and support BOs in enhancing transactional performance

Ensure that BOs carry out at least one genuine, revenue-generating transaction per campaign period

Prevent recurrence of nil-transaction status in the future
The directive reiterates that maintaining BOs with no activity is unacceptable and incompatible with the Department’s vision for efficient postal service delivery.
All-India Campaign: A Coordinated National Effort
To give momentum to this initiative, the Department of Posts has launched an All-India Campaign, to be conducted across all postal circles. The campaign is designed to boost activity in every BO, engaging staff at all levels to ensure that each office performs at least one meaningful transaction.
