India Post Issues New Guidelines for Delivery of Passports via Speed Post

New Delhi, Sept. 23, 2025:

The Department of Posts (DoP), Ministry of Communications, has issued new instructions regarding the delivery of passports dispatched through Speed Post. The guidelines, based on directions from the Ministry of External Affairs (MEA), emphasize secure, addressee-specific delivery.

Key Guidelines

1. Strictly Addressee-Specific Delivery

   • Passports sent through Speed Post will now be delivered only to the applicant/addressee at the registered address.

   • Delivery staff must verify both identity and address of the recipient before handing over the article.

2. No Redirection Permitted

   • Passport articles cannot be redirected to any other address.

   • If delivery to the addressee is not possible, the article must be returned to the sender (MEA/Passport Office).

3. Enhanced Verification

   • Postmen and delivery officials are instructed to exercise utmost care in verifying the identity documents presented by the addressee before handing over the passport.

Why This Change?

Passports are highly sensitive documents. The new delivery procedure ensures:

• Prevention of misuse in case of wrong delivery.

• Enhanced security and accountability in handling government-issued identity documents.

• Direct linkage between the applicant and delivery officer for authentication.

Implementation

The instructions are effective immediately and all postal staff have been directed to strictly adhere to these guidelines.

📌 Note for Customers:

Applicants should ensure their correct address and availability at the time of delivery. Carrying a valid Government-issued photo ID proof will be mandatory for receiving the passport via Speed Post.
