Restricting new enrolment of residents at Designated Aadhaar centres only to Strengthening of Aadhaar Enrolment Ecosystem

OFFICE MEMORANDUM


Subject: Strengthening of Aadhaar Enrolment Ecosystem Restricting new enrolment of residents at designated Aadhaar centres only - reg.


UIDAI has already issued more than 134 crore Aadhaar numbers covering more than 93% of overall population and nearly 100% of adult population. The requirement for new enrolment is mainly for the children in the age group of 0-5 years due to new births.


2. In view of the importance Aadhaar has gained as proof of identity in recent times, there has been a growing concern on possible ramifications on national security due to any fraudulent enrolment activities. In order to minimize the chances of generation of Aadhaar to any illegal resident, a need has been felt to further strengthen the enrolment ecosystem for new Aadhaar enrolment.


3. Accordingly, it has been decided to restrict new enrolment of residents at the following Aadhaar centres only:


i. All UIDAI ASKs


ii. All State / District level Aadhaar centres run by CSC e-Gov.


iii. Designated Aadhaar centres run by India Post. (ROs to designate such centres at District/Block level in consultation with CPMG/India Post authorities concerned).


iv. Designated Aadhaar centres run by State Government Registrars. (ROs to designate such centers at District/Block level in consultation with State Government concerned).


4. New enrolment is to be restricted on the ECMP Station IDs (with Registrar/EA code) provided by ROs.


5. All remaining ECMP clients shall continue with all existing provisions except new enrolment.


6. There shall be no restriction on usage of CELC client for new enrolment of child under the age group of 0-5 years.


7. Process to be followed:


i Concerned Regional Office to share the list of Station IDs of Aadhaar Enrolment Centres (where new Aadhaar enrolment to be permitted), to Tech Operations Division and Tech Development Division.


ii. On receipt of the Station IDs, Tech Operations to share the URL for updating the ECMP client with all enrolment, update & other facility as available on date to those Stations through notification.


iii. All other Stations to be updated (OTA update) with new version of client having provision for all other features such as updates (Biometric/ Demographic), Find Aadhaar, Print Aadhaar, Document Update etc. The Stations using online ECMP client shall also continue without any change (for CSC BCs).


iv. If any new enrolment packet is wrongly got generated at any centres, other than the specified Stations, such packets shall be rejected during backend processing.


8. A District Level Aadhaar Monitoring Committee is being constituted by the State Government to monitor the Aadhaar related issues in the District. The Committee will also be responsible for monitoring the Aadhaar centers designated for new enrolment only as mentioned above.


9. This exercise may be completed in a time bound manner as follows.


a) Finalizing list by UIDAI Regional Offices: 20th Sept 2022.

b) Effecting required changes in the client: 30th Sept 2022.

c) Notifying the first list by UIDAI Regional Offices: 30th Sept 2022.

10. The new arrangement will come into effect from 15th October 2022.
