India Post Revises New Franchisee Scheme 2.0 for Parcel Delivery: SOP and Commission Structure Updated

The Department of Posts has issued a revised Standard Operating Procedure (SOP) and Commission Structure under the New Franchisee Scheme 2.0 for parcel delivery. The updated guidelines aim to strengthen last-mile delivery, improve delivery standards, and increase the Department's share in the rapidly growing e-commerce parcel market across Metro, Tier-1, and Tier-2 cities. The revised instructions come into effect from 15 June 2026.

Key Highlights

Under the revised SOP, franchisees can now collect parcels directly from the Parcel Hub instead of collecting them only through the linked Delivery Office, Nodal Delivery Centre, or Delivery Centre. This initiative is expected to reduce manpower requirements, lower transportation costs, and improve delivery timelines.

Major Operational Guidelines

The Department has prescribed the following responsibilities for franchisees:

  • Pick up parcels daily before the departmental cut-off time from the Parcel Hub or linked delivery office.
  • Deliver all assigned parcels on the same day and obtain proof of delivery through recipient signature or confirmation.
  • Offer delivery time windows to customers for convenient delivery.
  • Return undelivered parcels with proper remarks before the prescribed cut-off time.
  • Upload delivery details in real time using the Internal Mobile App (IMA)/Franchisee App with geo-tagged proof.
  • Contact customers before attempting delivery to ensure successful same-day delivery.
  • Collect Cash on Delivery (CoD), customs duty, or other applicable charges and remit them as prescribed.
  • Ensure the safety and security of parcels while in custody.
  • Deliver parcels even on Sundays and holidays whenever required by the Department.
  • Collect customer feedback to improve service quality.
  • Undergo departmental training before undertaking delivery operations.

Revised Commission Structure

The Department has introduced the following commission rates:

Activity Commission
Parcel up to 3 kg (picked from Delivery Post Office/NDC) ₹15 per parcel
Parcel up to 3 kg (picked directly from Parcel Hub) ₹20 per parcel
Additional weight (up to 100 kg) ₹5 per kg or part thereof
Cash on Delivery (CoD) Collection ₹10 per CoD parcel
Performance Incentive ₹1 per parcel for achieving 90% or more same-day delivery
Verified Attempted Delivery ₹5 per parcel (one verified attempt only)

If delivery is completed on the next day due to customer unavailability or any other valid reason, the normal commission will still be payable. However, no commission will be paid if non-delivery is due to the fault of the franchisee. Commission will be paid only for parcels successfully delivered and updated in the Department of Posts system on the same day.

Effective Date

The revised SOP and commission structure are effective from 15 June 2026, while all other provisions of the New Franchisee Scheme 2.0 issued earlier remain unchanged.
