FNPO Urges Department of Posts(DOP) to Ensure Error-Free Integration of APT 2.0 with Finacle
The Federation of National Postal Organisations (FNPO) has submitted a representation to the Chairman, Postal Services Board & Secretary, Department of Posts, highlighting the urgent need for seamless and error-free integration of APT 2.0 with Finacle to ensure accurate accounting and eliminate manual intervention. The representation emphasizes that restoring automated accounting processes is essential to safeguard public funds and improve financial transparency.

Background
According to FNPO, before the rollout of APT 2.0, the Department of Posts relied on SAP for back-office operations and accounting. Initially, accounting figures generated in Finacle were manually posted into SAP. From 2019 onwards, the successful Finacle-SAP integration eliminated manual posting and enabled accurate, automated accounting with minimal discrepancies.
Concerns After APT 2.0 Implementation
The Federation points out that following the implementation of APT 2.0 in 2025, manual intervention has once again become part of the accounting process. This has reportedly resulted in:
Incorrect booking under Heads of Account.
Incorrect accounting of transaction amounts.
Short and excess accounting.
Accounting discrepancies detected by SBCO units.
Increased risk of financial loss to the Department.
FNPO further notes that many accounting discrepancies are identified only after several years, making verification difficult because relevant records may no longer be available or may have been weeded out.
SBCO Staffing Issues
The representation also raises concerns regarding the condition of SBCO units after the merger of SBCO Postal Assistants with Post Office Postal Assistants. According to the Federation:
Several SBCO units have become severely understaffed.
Some units have become practically non-functional.
Head Postmasters are forced to make temporary staffing arrangements for only a few days each week.
Continued dependence on manual accounting increases operational risks and could ultimately erode public confidence in the Department's financial management.
FNPO's Recommendations
The Federation has requested the Department of Posts to:
Restore fully automated integration between APT and Finacle without manual intervention.
Replace the current same-day manual Daily Account generation with a more dependable T+1 automated accounting process, if necessary.
Ensure complete accuracy, transparency, accountability, and integrity in financial accounting.
Issue necessary instructions for implementing an error-free accounting system at the earliest.
Conclusion
FNPO has appealed to the Department of Posts to examine the issue on priority and implement a fully automated, reliable, and error-free integration of APT 2.0 with Finacle. The Federation believes that such a system will significantly reduce accounting discrepancies, strengthen financial governance, and safeguard public money while improving the overall efficiency of the Department's accounting framework.
