The Department of Posts has released a Standard Operating Procedure (SOP) Version 1.0 dated 29 July 2026 detailing the complete workflow for Stamps and Indian Postal Order (IPO) Stock Remittance from the Counter to the Treasury in the APT 2.0 application. The SOP aims to standardize stock movement, ensure accurate inventory reconciliation, and strengthen accountability between Counter Operators and Treasurers.

Purpose of the SOP

The document explains the end-to-end process for remitting stamps and IPO stock from the Counter to the Treasury, accepting the remittance by the Treasurer, and verifying inventory balances before and after the transaction. It ensures that stock movements are accurately reflected in the system and that reconciliation is completed without discrepancies.

Counter Operator Workflow

Before initiating any remittance, Counter Operators can verify their available inventory by navigating to Counter Operations → View Inventory, where separate balances for Stamps and IPOs are displayed for the logged-in Counter-Shift combination. Supervisors can also access Counter-wise Inventory Reports to review stock across different counters.

For remitting stock, operators use Remittance Inventory – Stamps or Remittance Inventory – IPO, select the required records, confirm the transaction, and submit the request. The system then routes the remittance electronically to the Treasurer for approval.

Treasurer's Responsibilities

The Treasurer receives all pending remittance requests through the Process Issue/Receipt module for stamps and the Process IPO Remittance module for IPOs. Before accepting the request, every item must be reviewed carefully. Once approved, the stock is automatically added to the Treasury inventory, ensuring proper accounting and stock control.

Inventory Verification and Status Tracking

After approval, both Counter Operators and Treasurers can verify updated stock balances through the respective inventory and report modules. The SOP also provides a mechanism to monitor the status of remittance requests, enabling users to confirm whether the transaction has been successfully processed and reflected in the inventory.

Important Compliance Instructions

The SOP emphasizes several mandatory controls to maintain inventory accuracy:

  • Verify all selected stamp or IPO records before submitting a remittance request.
  • Do not bypass the confirmation prompt during remittance.
  • Treasurers must review every item before approving the transaction.
  • Complete day-end accounting and stock reconciliation as per departmental procedures.

With this SOP, the Department of Posts introduces a standardized digital workflow for stock remittance in APT 2.0. The process enhances transparency, minimizes manual errors, improves stock reconciliation, and ensures better accountability between Counter Operators and Treasurers, contributing to more efficient inventory management across post offices.
