Department of Posts Introduces 'Other Departmental Employee (ODE)' Category for PLI/RPLI Sales Force
In a landmark initiative to expand the reach of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI), the Directorate of Postal Life Insurance has introduced a new sales force category called Other Departmental Employee (ODE). The new category comes into effect from 1 July 2026 and enables eligible Central and State Government employees (other than Department of Posts employees) to procure PLI/RPLI business on a voluntary basis.

Objective of the Initiative
PLI and RPLI have been providing affordable and trusted life insurance protection for over a century. With a vast untapped network of government employees across the country, the Department of Posts aims to significantly increase the outreach of these schemes by engaging eligible employees from other government departments as ODEs.
Who Can Become an ODE?
An applicant is eligible if he or she:
- Is a serving Central or State Government employee.
- Holds a post up to Level-8 of the Pay Matrix.
- Is not an employee of the Department of Posts.
- Obtains the required No Objection Certificate (NOC) or prior permission from the parent department.
- Procures PLI/RPLI business only outside official working hours.
Training and Administrative Support
Each ODE will be attached to a Development Officer (PLI), who will act as mentor and supervisor. The Development Officer will assist with:
- Business procurement
- Servicing existing policyholders
- Proposal documentation
- Marketing support
- Compliance with departmental instructions
- Training and preparation for the PLI Licentiate Examination
Attractive Incentive Structure
The new ODE category is entitled to the same incentive structure applicable to Departmental Employees.
PLI Incentives
- 4% of first-year premium for policies with premium-paying term up to 15 years.
- 10% for terms above 15 years up to 25 years.
- 20% for terms exceeding 25 years.
- Anticipated Endowment Assurance (AEA) policies attract 5% or 7% depending on the policy term.
- 1% renewal incentive on renewal premium.
RPLI Incentives
- 10% procurement incentive on first-year premium.
- 2.5% renewal incentive on renewal premium for all RPLI policies.
Reporting Structure
ODEs will function under the supervision of the Development Officer (PLI), while overall administrative control will remain with the Divisional Head through the established monitoring mechanism of the Circle and Regional Offices.
Code of Conduct
ODEs must adhere to the prescribed Code of Conduct, including:
- Providing accurate information to customers.
- Following ethical marketing practices.
- Assisting policyholders in documentation and claims.
- Not canvassing insurance products of any company other than PLI/RPLI.
- Complying with all departmental and parent department conduct rules.
Application Process
Eligible government employees can apply using the prescribed application form by submitting:
- Aadhaar Card
- PAN Card
- Office ID
- Two recent passport-size photographs
- NOC from the parent department (where applicable)
Effective Date
The new Other Departmental Employee (ODE) category comes into force from 1 July 2026. All Heads of Circles have been instructed to publicize the scheme, ensure proper training, and monitor business procured through ODEs for its successful implementation.
