Department of Posts Introduces Annual Immovable Property Return (AIPR) for Group 'C' Employees

In a significant administrative reform, the Department of Posts has introduced the Annual Immovable Property Return (AIPR) mechanism for Group 'C' employees. Until now, mandatory submission of AIPR was applicable only to Group 'A' and Group 'B' officers. With the issuance of a new Office Memorandum dated 12 May 2026, the requirement has now been extended to Group 'C' employees as well.

The move has been made in accordance with Rule 18 of the CCS (Conduct) Rules, 1964 and the DoPT Office Memorandum dated 26 October 2015.

Who Must Submit AIPR?

As per the Office Memorandum:

  • Group 'A' employees – Mandatory
  • Group 'B' employees – Mandatory
  • Group 'C' employees – Now made mandatory

This brings all categories of Government servants in the Department of Posts under the AIPR filing mechanism.

Important Timeline

For the calendar year ending 31 December 2026, Group 'C' employees must submit their AIPR on or before 31 January 2027.

The same timeline will apply for subsequent years unless revised by the Department.

The Department has decided that AIPR will be submitted through the APT IT 2.0 platform.

The Centre for Excellence in Postal Technology (CEPT) has been entrusted with developing and enabling the online functionality for:
