Introduction of New Franchisee Scheme 2.0 – A Major Step Towards Modernised Postal Services
The Department of Posts, Ministry of Communications, Government of India, has introduced the “New Franchisee Scheme 2.0”, marking a significant milestone in strengthening postal booking and delivery solutions across the country. This scheme has been notified vide Office Memorandum File No. 39-03/2019-D [06/2025] dated 11.12.2025 and will come into effect from 01.01.2026.
Background and Objective
In view of changing market requirements and the need to expand customer-centric booking and delivery solutions, the existing Revamped Franchisee Scheme was comprehensively reviewed. After detailed deliberations with Postal Circles, MPOP consultants, and other stakeholders, the New Franchisee Scheme 2.0 has been designed with revised operational processes and modern technology integration through APT 2.0.

Reduced manual intervention and better financial transparency.

Implementation and Rollout
Detailed guidelines covering eligibility, selection criteria, and the Standard Operating Procedure (SOP) for franchisees under the New Franchisee Scheme 2.0 have been issued as annexures to the Office Memorandum.
Postal Circles have been directed to:

Circulate the OM and SOP widely among all Divisions

Complete all pre-launch activities by 31.12.2025
Additionally, a special awareness and outreach campaign is advised to ensure the scheme reaches grassroots levels, enabling the onboarding of new franchisees and customers to meet revenue targets.
