In a significant move aimed at improving operational efficiency and staff motivation, the Department of Posts (DoP) has revised the incentive structure for its staff involved in the delivery and handling of toolkits under the PM Vishwakarma Scheme. The revised guidelines follow detailed recommendations from a Committee constituted to examine the matter.
This development comes in the context of the Standard Operating Procedure (SoP) issued on September 9, 2024, and the clarification on the Heads of Account and GL codes for incentive payments dated April 7, 2025.
Revised Incentive Structure
Effective from September 1, 2025, DoP staff will receive incentives on a per parcel/packet basis as follows:

Rs. 1/- for the Circle Monitoring & Management Unit (MMU)

Rs. 4/- for the Divisional MMU

Rs. 5/- for the supervisory staff of the Delivery Centre, Nodal Delivery Centre, or Delivery Office from where the parcel is dispatched

Rs. 10/- for the staff engaged at the Parcel Hub where the toolkit is processed

Rs. 80/- for the delivery personnel
This revised incentive system includes not only the delivery personnel but also extends to staff involved in handling, supervision, and monitoring, ensuring recognition of efforts across all levels of the logistics chain.
Implementation Guidelines
To streamline the incentive payment process, Circles have been directed to use GL Code "1101101901" — titled "Deduct Commission paid to PM Vishwakarma Scheme". This is mapped with the Head of Account "120100101101900".
All Circles are instructed to ensure compliance with the updated procedures and to initiate incentive payments strictly in accordance with the updated Standard Operating Procedure from the effective date.

The PM Vishwakarma Scheme is a flagship government initiative aimed at empowering traditional artisans and craftspeople by equipping them with modern tools and equipment.
