Part 1: Employee Application Submission
Access the Portal: Visit the Inrule 38 portal (https://apps.cept.gov.in/rule38requests/) and log in using your credentials.
Select Request Form: After logging in, select the "Request form" option, which will display the application form.
Fill in Basic Details: The application form will show your basic details retrieved from the master data. Ensure all details are correct and update any additional required information.
Choose Mutual Transfer Option: In the application form, select "MUTUAL" under the field "Select whether applying under mutual or straight" and enter the employee ID of your counterpart in the designated column.
Complete Application Form: Fill in all mandatory fields and provide details of your present working situation, including designation, office, and date of joining in the present cadre.

Ensure that both employees belong to the same circle for intra-circle transfer. For inter-circle transfer, ensure that the "Mode of Recruitment" and "Selected against Community" match.
If the counterpart employee declines the mutual request, the initiating employee should proceed with a regular transfer request.
