The Ministry of Finance, Department of Expenditure, Government of India, has issued an Office Memorandum dated 12th March 2024, announcing the revision of Dearness Allowance (DA) rates for Central Government employees, effective from 1st January 2024.

The revised rates of Dearness Allowance have been enhanced from 46% to 50% of the Basic Pay. The term "Basic Pay" refers to the pay drawn in the prescribed Level in the Pay Matrix as per the recommendations of the 7th Central Pay Commission (CPC) accepted by the Government. It does not include any other type of pay such as special pay.

It's important to note that Dearness Allowance remains a distinct element of remuneration and is not treated as pay within the ambit of Fundamental Rule 9(21).

Furthermore, the payment of Dearness Allowance involving fractions of 50 paise and above will be rounded to the next higher rupee, while fractions of less than 50 paise will be ignored.

Arrears of Dearness Allowance will not be disbursed before the date of salary disbursement for March 2024.

These orders also extend to civilian employees paid from the Defence Services Estimates, with the expenditure chargeable to the relevant head of the Defence Services Estimates. Separate orders for Armed Forces personnel and Railway employees will be issued by the Ministry of Defence and Ministry of Railways, respectively.

For employees serving in the Indian Audit and Accounts Department, these orders are issued in consultation with the Comptroller and Auditor General of India, in accordance with Article 148(5) of the Constitution of India.

This decision reflects the government's commitment to addressing the financial needs of Central Government employees and ensuring their well-being amidst prevailing economic conditions.
