In continuation of this union letter even number dated 01.08.2023, we urge upon you to keep the above order in abeyance or withdraw the same in the light of the decision of the Hon'ble High Court of Ernakulam staying the OA No.391/2021 of Hon'ble CAT Ernakulam Bench.


As you are well aware the directorate has already examined the justification for grant of CDA to the single handed Branch Offices and accordingly issued orders vide endt.No.17-31/2016-GDS dated 01.02.2022 with the concurrence of MoF as the BPMs of single handed BOs are performing additional duties of delivery or mail conveyance or both. This is a not a new allowance granted now but in existence from the time immemorial, established precedence rather.


The clarifications issued by the Telangana Circle and Karnataka Circle are based on practical aspects where the incumbents are performing additional duties without any extra remuneration. There was no provision in the order dated

25.06.2018 for single handed BOs as the recommendation of CONVERSION OF ALL SINGLE HANDED BRANCH OFFICES INTO DOUBLE HANDED OFFICE is not implemented till date.

However before much damage is caused to the low paid GDS, the Hon'ble High Court of Ernakulam has stayed the arbitrary order of RECOVERY from the TRCA of those eligible to draw CDA and hence we request you to revisit the issue immediately for keeping the order in abeyance or WITHDRAWAL OF THE CLARIFICATION as our members are agitating over the injustice done to them

Since the time is too short, immediate action may be taken as the matter is
very urgent, please.
