Subject: Procedure for selection of candidate based on single examination for the posts of MTS / Postman / Mail Guard — reg.

I am directed to refer to Directorate’s letter No. 17-08/2018-SPN-I dated 05.04.2022 vide which instructions have been issued for conducting a single examination for selection to the posts of Multi Tasking Staff (MTS) / Postman / Mail Guard.


a In this connection following procedure has been approved by the Competent Authority for allocation of selected candidates to Division/Unit:-


A. At the time of seeking application for examination, applicants will be asked to exercise following ‘option’ and ‘order of preference’ :-


a) Option for Post:- To be considered for which posts — Postman / Mail Guard /MTS. An applicant may give option for one, two or all three posts and candidature for selection will be considered only if a post has been opted for subject to fulfilling the eligibility conditions. For example, an applicant will be considered for Mail Guard only if option is given for Mail Guard, otherwise his candidature will not be considered while preparing merit list for Mail Guard.

b) Preference of Division by applicants (both MTS and GDS) from Postal Division (For. Postman / Mail Guard):- For the applicants from Postal Division, default Ist preference will be the parent Postal Division for the post of Postman. Thereafter, applicants will have to give their ‘order of preference’ for all other Postal Divisions, followed by ‘order of preference’ for all RMS Divisions, for which they will be considered as surplus candidate for Postman and Mail Guard.


c) Preference of Division by applicants (both MTS and GDS) from RMS Division (For Mail Guard / Postman):- For the applicants from RMS Division, default 1° preference will be the parent RMS Division for the post of Mail Guard. Thereafter, applicants will have to give their ‘order of preference’ for all other RMS Divisions, followed by ‘order of preference’ for all Postal Divisions, for which they will be considered as surplus candidate for Mail Guard and Postman.


d) Preference by GDS candidates for the post of MTS:- Default  preference will be the parent Division / Unit. Thereafter, applicants will give ‘order of preference’ for the remaining Divisions (Postal as well as RMS) / Units / Administrative Offices.


Stage-I (Parent Division list of MTS candidates for vacancies of Postman / Mail Guard):- Publication of Division-wise list of successful MTS candidates (merit list), out of the qualified MTS candidates of the recruiting Division, for the posts of Postman and Mail Guard, equal to the number of vacancies in each category.


Stage-II (For vacancies of Postman / Mail Guard earmarked for MTS):- Promotion orders will be issued in case of these successful candidates clearly indicating that if the official does not join the promotional post within seven (07) days it will be deemed to have been refused. Official on leave may be allowed to join even afier seven days if they communicate in writing to accept the promotion and in that case the official will be allowed after expiry of approved leave period. [Controlling officers are advised to contact such successful candidates who are on leave for obtaining their consent to join promotional post in writing. Similarly, candidates who do not wish to join promotional posts may be encouraged to communicate the same in writing. 


Stage-III(For vacancies of Postman / Mail Guard earmarked for MTS):- In the event of any vacancy notified for recruitment remains unfilled only due to non-joining of selected candidate (refusal of promotion), promotion orders will be issued to the next MTS candidate in the Merit list of the recruiting Division. Process of joining promotional post / refusal of promotion as at Stage-II above will be repeated.


Stage-IV(For vacancies of Postman / Mail Guard earmarked for MTS):- The process at Stage-II] will be repeated till all the vacancies of Recruiting Division are exhausted or qualified MTS candidates of Recruiting Division are not available for promotion.


Stage-V (Surplus List of MTS candidates for the posts of Postman / Mail Guard):- Publication of Surplus list of successful MTS candidates (merit list) from all Postal Divisions for the posts of Postman indicating the allocated Postal Division, as per preference exercised, equal to the number of unfilled vacancies, category-wise, earmarked for MTS in each Postal Division. Similarly, Surplus list of successful MTS candidates (merit list) from all RMS Divisions for the posts of Mail Guard indicating the allocated RMS Division, as per preference exercised, equal to the number of unfilled vacancies, category-wise, earmarked for MTS in each RMS Division shall be published. Process of joining promotional post / refusal of promotion as at Stage-I] above will be repeated with the modification that acceptance of promotion within 7 days will be sufficient and the candidates may be allowed to join upto permissible joining time on transfer. [Controlling officers are advised to contact such successful candidates who are on leave for obtaining their consent to join promotional post in writing. Similarly, candidates who do not wish to join promotional posts may beencouraged to communicate the same in writing.


Stage-VI (For vacancies of Postman / Mail Guard earmarked for MTS):- The process at Stage-V will be repeated till all the vacancies of Postal Division earmarked for MTS are exhausted or qualified MTS candidates of Postal Division are not available for promotion. Similarly, the process at Stage-V will be repeated till all the vacancies of RMS Division earmarked for MTS are exhausted or qualified MTS candidates of RMS Division are not available for promotion,


Stage-VII (If vacancies of Postman / Mail Guard earmarked for MTS are still available):- Publication of Surplus list of successful MTS candidates (merit list) from all RMS Divisions for the posts of Postman indicating the allocated Postal Division, as per preference exercised, equal to the number of unfilled vacancies, category-wise, earmarked for MTS in each Postal Division. Similarly, Surplus list of successful MTS candidates (merit list) from all Postal Divisions for the posts of Mail Guard indicating the allocated RMS Division, as per preference exercised, equal to the number of unfilled vacancies, category-wise, earmarked for MTS in each RMS Division shall be published. Process of joining promotional post / refusal of promotion as at Stage-II above will be repeated with the modification that acceptance of promotion within 7 days will be sufficient and the candidates may be allowed to join upto permissible joining time on transfer. This process will be repeated till vacancies of Postman / Mail Guard are exhausted or qualified MTS candidates are not available, whichever is earlier. Stage-VIII:- After completion of Stage-VII, if still some vacancies are left, those will be added to the vacancies earmarked for GDS candidates to arrive at the total vacancies available for GDS candidates.


Stage-IX (Parent Division list of GDS Candidates for vacancies of Postman / Mail Guard):- Publication of Division-wise list of successful GDS candidates (merit list), out of the qualified GDS candidates of the recruiting Division, for the posts of Postman and Mail Guard, equal to the number of vacancies in each category. Process of appointment to the selected post / refusal of offer of appointment, similar to the process at Stage-II to Stage-IV above will be repeated till all the vacancies of Recruiting Division are exhausted or qualified GDS candidates of Recruiting Division are not available for appointment.


Stage-X (If vacancies of Postman / Mail Guard earmarked for GDS are still available — Surplus List):- Publication of Surplus list of successful GDS candidates (merit list) from all Postal Divisions for the posts of Postman indicating the allocated Postal Division, as per preference exercised, equal to the number of unfilled vacancies, category-wise, earmarked for GDS in each Postal Division. Similarly, Surplus list of successful GDS candidates (merit list) from all RMS Divisions for the posts of Mail Guard indicating the allocated RMS Division, as per preference exercised, equal to the number of unfilled vacancies, category-wise, earmarked for GDS in each RMS Division shall be published. Process of appointment to the selected post / refusal of offer of appointment, similar to the process at Stage-II shall be followed with the modification that acceptance of offer of appointment within 7 days


will be sufficient and the candidates may be allowed to join within further fifteen days. Controlling officers are advised to contact such successful candidates who are on leave for obtaining their consent to join promotional post in writing. Similarly, candidates who do not wish to join promotional posts may be encouraged to communicate the same in writing. 


Stage-X(A) (Parent Division list of GDS Candidates for the post of MTS):- On the same day of publication of surplus list referred to at Stage-X, Division-wise list of successful GDS candidates (merit list) for the posts of MTS, equal to the number of vacancies in each category, shall be published. Process of appointment to the selected post / refusal of offer of appointment, similar to the process at Stage-II above will be repeated. This process will be repeated till all the vacancies of Recruiting Division are exhausted or qualified GDS candidates of Recruiting Division are not available for appointment. [Till this process is not completed, action to give appointment against non-joining of candidate figuring on surplus list referred to at Stage-X shall not be initiated. |


Stage-XI (For vacancies of Postman / Mail Guard earmarked for GDS):- After completion of process at Stage-XA, the process at Stage-X will be repeated till all the vacancies of Postal Division earmarked for GDS are exhausted or qualified GDS candidates of Postal Division are not available for appointment to the posts of Postman. Similarly, the process at Stage-X will be repeated till all the vacancies of RMS Division earmarked for GDS are exhausted or qualified GDS candidates of RMS Division are not available for appointment as Mail Guard.


Stage-XII (If vacancies of Postman / Mail Guard earmarked for GDS are still available):- Publication of Surplus list of successful GDS candidates (merit list) from all RMS Divisions for the posts of Postman indicating the allocated Postal Division,

as per preference exercised. equal to the number of unfilled vacancies, category-wise, earmarked for GDS in each Postal Division. Similarly, Surplus list of successful GDS candidates (merit list) from all Postal Divisions for the posts of Mail Guard indicating the allocated RMS Division, as per preference exercised, equal to the number of unfilled vacancies, category-wise, earmarked for GDS in each RMS Division shall be published. Process of appointment to the selected post / refusal of offer of appointment, similar to the process at Stage-II above will be repeated with the modification that acceptance of offer of appointment within 7 days will be sufficient and the candidates may be allowed to join within further fifteen days. This processwill be repeated till vacancies of Postman / Mail Guard are exhausted or qualified GDS candidates are not available for appointment, whichever is earlier. [Controlling officers are advised to contact such successful candidates who are on leave for obtaining their consent to join promotional post in writing. Similarly, candidates who do not wish to join promotional posts may be encouraged to communicate the same in writing. 


Stage-XIII (Surplus List of GDS candidates for the post of MTS):- After completion of the process at Stage-XA, if vacancies of MTS are available in any Division / Unit / Administrative offices, surplus list of successful GDS ca ndidates (merit list) from all Divisions/Units for the posts of MTS indicating the allocated Division / Unit / Administrative Office, as per preference exercised, equal to the number of unfilled vacancies, category-wise, earmarked for GDS in each of theDivision / Unit / Administrative Office shall be published. Process of appointment to the selected post / refusal of offer of appointment, similar to the process at Stage-I] shall be followed with the modification that acceptance of offer of appointment within 7 days will be sufficient and the candidates may be allowed to join within further fifteen days. This process will be repeated till vacancies of MTS are exhausted or qualified GDS candidates are not available for appointment, whichever is earlier.

Controlling officers are advised to contact such successful candidates who are on leave for obtaining their consent to join promotional post in writing. Similarly, candidates who do not wish to join promotional posts may be encouraged to communicate the same in writing.
